To ask the Scottish Government whether it will mandate public ownership of all new rolling stock for Scotland's railways, to transition away from the current reliance on private rolling stock companies.
Answer
The Scottish Government has powers under the Fiscal Framework to borrow for capital investment, but outright purchase of new fleets would require significant upfront capital and would count against the Scottish Government’s borrowing limits. For context, the cost of the full suburban fleet order is estimated at three to four times SG’s annual borrowing limit.
