Ending the 鈥淲ar鈥 Against Scotland鈥檚 Motorists - Amendment 3

  • Submitted by: Mark Ruskell, Mid Scotland and Fife, Scottish Green Party.
  • Date lodged: Tuesday, 29 April 2025
  • Motion reference: S6M-17362.3
  • Current status: Taken in the Chamber on Wednesday, 30 April 2025

As an amendment to motion S6M-17362 in the name of Sue Webber (Ending the “War” Against Scotland’s Motorists), leave out from "support Scotland’s" to end and insert "ensure a modal shift from private car use toward public transport; notes that transport accounts for over a quarter of all climate emissions in Scotland, with private car use accounting for over one third of these emissions; recognises that investing in affordable, accessible, reliable and integrated public transport is critical to reducing private car use; celebrates the impact of fare reduction schemes such as free bus travel for under-22s and the removal of peak-time rail fares on passenger numbers; acknowledges that reducing dependency on private car use will also improve public health, reduce air pollution, support the economy and increase road safety; believes that the Scottish Government decision to drop the 20% traffic reduction target represents a wasted opportunity to cut congestion; regrets the delays in agreeing the traffic reduction route map with COSLA, and calls on the Scottish Government to prioritise cheaper fares, more equitable public transport and better active travel options for all urban and rural communities, alongside national speed limit reductions and completion of the national 20mph roll-out in built-up areas."
