We are committed to rapidly improving care and services for people with chronic pain by delivering the actions in the at the pace that is required.

A dedicated short-life working group on workforce planning has been established to review current provision of chronic pain services and consider what future models and capacity are required to ensure services are sustainable. This group is due to present their recommendations in the new year.

We are aware of the concerns that have been raised about access to specialist interventions, such as lidocaine infusions, pain relief injections and radio-frequency denervation treatments, and we are committed to ensuring that decisions about these treatments are made transparently and fairly.

To support this, the Scottish Health Technologies Group is conducting an independent review of the safety and effectiveness of a range of specialist interventions for chronic non-malignant pain in adults, including lidocaine infusions and radio-frequency denervation treatments.

The findings of this review, expected in January 2026, will ensure that decisions on access to these interventions are guided by the best available clinical evidence and shaped by the experiences of people living with chronic pain. This includes an assessment of the risks and benefits of each of those treatments.

We encourage anyone with chronic pain using any of these treatments to speak with a healthcare professional before stopping treatment. They will be best placed to provide specific advice, support and recommend any alternative treatments should this be deemed clinically necessary.

Our Heat in Buildings Programme offers a wide variety of schemes that provide funding to reduce heat demand and decarbonise heat in our homes and buildings.

The most common use for solar thermal technology is in providing domestic hot water heating only. Whilst it can provide space heating, for this reason, it was described as a secondary technology within the Heat in Buildings Strategy.

For homeowners seeking to install solar thermal technology to their home, up to £5,000 of loan funding is available through the Home Energy Scotland (HES) Grant and Loan scheme. Solar thermal is also funded through our national fuel poverty scheme, Warmer Homes Scotland (WHS), where specific criteria are met.

No funding is available for solar PV systems through the HES Grant and Loan Scheme, however targeted deployment of this technology is funded through the WHS programme and Area Based Schemes.

Energy Performance Certificates (EPCs) are calculated in Scotland and the rest of the UK by an approved methodology for both new and existing buildings. The current methodology for assessing new domestic buildings is the Standard Assessment Procedure (SAP) and for existing domestic buildings is Reduced data SAP (RdSAP).

The presence of solar thermal installations is assessed as part of the SAP methodology and so its installation would improve the EPC rating by reducing the heat required from the main heating system and so reduce the cost of heating hot water. Solar Domestic Hot Water systems can also appear as a recommendation automatically generated as part of an EPC assessment.

As stated in the answer to question S6W-41965 on 27 November 2025, the Scottish Government intends to adopt the Home Energy Model (HEM) methodology as the basis for calculating the ratings on a domestic Energy Performance Certificate (EPC). The reformed domestic EPC will contain a new Heating System Rating. We expect solar thermal systems will largely operate as part of a hybrid system with other technologies. The Scottish Government and Public Health Scotland continue to support NHS Highland and Highland HSCP to ensure consistent, safe and timely access to vaccination across the area under the new model. The detailed timetable is a matter for NHS Highland and Highland HSCP.

As outlined in the answer to question S6W-41939 on 1 December 2025, while every effort will be made to expedite the process, the appointment of a new Chair to the Sheku Bayoh Public Inquiry is a complex matter and will take time to identify a suitable candidate. The Inquiry was established to provide answers for the families of Mr Bayoh regarding the circumstances of his death and to identify improvements for the future to help prevent deaths in similar circumstances. The Scottish Government remains fully committed to these aims and to ensuring that the Inquiry can conclude its work without unnecessary delay. I was the only Scottish Minister in attendance at COP30 in Belem, Brazil. I was supported by three Scottish Government officials. The delegation attended COP30 in Belem from 10 - 13 November 2025. No Special Advisors attended.

Details of all Ministerial engagements and expenses are proactively published by the Scottish Government, including the costs of travel and accommodation. The proactive release covering November 2025 will be published in due course.

However, the programme included meetings and events with the Under2 Coalition and Regions4 Climate Networks, where the Scottish Government is co-Chair and President respectively, Global South civil society partners and youth leaders, and Climate Justice Fund Partners and funding recipients.

The Scottish Government’s objectives for engagement at COP30 were to:

• Strengthen Scotland’s climate finance and justice leadership,
• Continue to position Scotland as a leader in just transition,
• Build recognition of, and strengthen the voice of, states, regions and devolved governments, and;
• Enhance Scotland’s diplomatic and economic standing.

I undertook a full programme of bilateral and multilateral meetings, roundtables and speaking engagements in support of Scotland's climate priorities, including:

• Strengthening the influence of devolved, state and regional governments within international climate discussions,
• Ensuring climate justice and debt justice is at the heart of international climate action; and
• Showcasing Scotland’s leadership in renewable energy as part of an equitable, just and inclusive transition to net zero.

In support of international efforts to address the impacts of climate change, the Scottish Government confirmed funding for loss and damage, human rights and adaptation projects, as part of the £36 million Climate Justice Fund. Recognising that communities in the Global South, who have contributed least to global warming, are being hit hardest by the impacts of the climate crisis, £540,000 Climate Justice funding will be awarded to nine Latin American organisations supporting indigenous groups.

The remaining funding will help communities prepare for the known impacts of climate change – such as flooding and drought. It includes:

• £150,000 grant funding through the Climate Justice Fund to support a UN Special Rapporteur on Climate Change and Human Rights.
• £100,000 funding to Regions4 to deliver a pilot project aimed at helping a community in the Global South reduce its vulnerability against climate impacts, such as extreme weather or food and water insecurity, in a way that tackles existing inequalities.

Evaluation of COP30 engagement outcomes is a continuous process undertaken by Scottish Government Officials and Ministers. This evaluation takes place through the ongoing management of relationships with stakeholders that the Scottish Government engaged with at COP30. A full summary of the my activities at COP30 will be published in due course, in line with our standard transparency reporting on Ministerial international engagements.

The Scottish Government will draw on the discussions, learning and outcomes from COP30 to help guide Scotland’s approach to reaching net zero, including our Climate Change Plan, taking account of international perspectives and emerging global solutions. As always, officials will continue to engage directly with our international partners in a reciprocal programme of learning and capacity building to ensure that the Scottish Government’s domestic climate change policies are ambitious and effective.

My overseas travel for COP30 was approved in line with ministerial travel policy.

Associated costs for supporting officials in Belem, COP30, were:

Any business flights taken by Scottish Government ministers and employees are offset by a carbon levy. The levy is used to fund carbon reduction projects that compensate for the carbon emissions generated.
