Benefits of a 4 Day Week

That the Parliament notes what it sees as the success of the recent public sector four-day week pilot project and the findings of the Autonomy Institute’s report, Introducing a shorter working week in Scotland’s public sector; understands that the pilot showed that a four-day week benefits both workers and businesses, with measurable gains including in wellbeing, satisfaction and productivity; notes that the Autonomy Institute’s findings accord with evidence given by the chief executive of South of Scotland Enterprise to the Parliament’s Finance and Public Administration Committee on 7January 2025; further notes the position of the Public and Commercial Services (PCS) union, following the publication of the Autonomy Institute’s report, that the Scottish Government deciding not to implement the policy more widely would undermine its stated ambitions for both a productive public sector and a healthier workforce; regrets that this decision prevents the pilot organisations from implementing a four-day week permanently, despite the proven success of the pilot, and risks disregarding the learnings and benefits of the project, and calls on the Scottish Government to pursue a wider roll-out across public bodies of a four-day, 32-hour working week with no detriment to pay or conditions, as called for by the 4 Day Week Foundation, so that Scotland’s public sector can continue to attract dedicated and high-skilled workers from all backgrounds.
