Settlement Pathway for Displaced Ukrainians

That the Parliament recognises what is sees as the significant efforts made by the Scottish Government and local authorities in supporting people displaced by Russia’s full-scale invasion of Ukraine, including investment in housing, education and targeted assistance for vulnerable individuals; welcomes the integration of many Ukrainians into Scotland's communities, with children attending schools, adults contributing to the workforce and widespread public support for their continued presence in Scotland; believes with concern that the UK Government has not yet confirmed a clear settlement pathway for those currently residing in the UK under temporary Ukrainian visa schemes; understands that uncertainty over future immigration status affects thousands of individuals, including children, older people and disabled people, for whom, it believes, a return to Ukraine might not be the best option; believes that enforced return would be incompatible with the UK’s international human rights obligations and counterproductive, given the economic and social contributions that Ukrainians have made, alongside the public investment already committed to their integration; expresses particular concern over recent reported Home Office suggestions that internal relocation within Ukraine is a viable option, despite ongoing missile attacks and instability across the country, including in the western regions, and calls on the UK Government to urgently establish a clear, fair and humane route to permanent status for displaced Ukrainians in the UK.
