The Business and Regulatory Impact Assessment published alongside the Building Safety Levy (Scotland) Bill sets out Scottish Government’s assumptions on the likely impact of a Building Safety Levy in Scotland.

New build house sales make up just 9% of all Scottish residential sales in 2024-25. This, in addition to the existence of the secondary market for housing, means that residential housing developers do not have significant price setting power over the market as a whole. The Scottish Government’s assessment is, therefore, that the likelihood of the costs of the Levy leading to increased house prices is low.

With limited scope for developers to pass through the cost of the levy onto house buyers, the more likely scenario is that developers will seek to pass on the costs of the Levy on through paying a lower price for the land to be developed. This reflects evidence from the Competition and Markets Authority and the Scottish Land Commission, and was underlined in feedback provided by stakeholders as part of the consultation and engagement undertaken prior to the introduction of the Bill.

Treatment outcomes for people on medication assisted treatment are recorded on the Drugs and Alcohol Information System.

Public Health Scotland uses its DAISy system as the basis for many regular reports.

The Scottish Government holds no information on long term recovery outcomes.

Since the publication of the Stroke Improvement Plan, each NHS Board now has a named individual with responsibility for stroke care. The Minister for Public Health and Women’s Health chaired a roundtable meeting with these individuals in October 2024, outlining the Scottish Government’s priorities and expectations regarding stroke care.

A National Stroke Engagement Forum, which met for the first time on 2 October 2024, has been established. This forum, attended by stroke service representatives from every NHS Board, is helping to drive improvement work and facilitate the sharing of best practice across NHS Board boundaries.

An increased focus on rehabilitation is a key component of our Stroke Improvement Plan. We are now asking stroke services in all NHS Boards to offer a formal review to everyone who has had a stroke, taking place six months after the stroke event and allowing re-referral into stroke services where required. In addition, empirical measures of rehabilitation and stroke-specific Patient Reported Experience Measures (PREMS) are being developed and these will further enhance our ability to gauge the delivery of stroke care and rehabilitation.

Since the publication of the Stroke Improvement Plan, NHS Boards are now required to demonstrate adequate provision of psychological support for those who have suffered a stroke, and this is assessed via NHS Board reviews.

In terms of stroke prevention, the Scottish Government has launched the Cardiovascular Disease (CVD) Risk Factors programme to improve CVD outcomes with an aim to reduce avoidable CVD death by 20% in 20 years. This work focuses on improving the identification and management of key risk factors which are high blood pressure, high cholesterol, raised blood sugars, obesity and smoking. We have also established a new GP enhanced service from the 2025-26 Reform Fund to support 100,000 patients who are at risk of developing CVD.

As Scotland’s independent environmental regulator, any decisions on publishing data is for the Scottish Environment Protection Agency (SEPA).

SEPA intends to make annual data on spills from wastewater treatment works operated by Private Finance Investment companies proactively available and aims to publish the data on its website in Autumn 2025.

The Scottish Government monitors trends across the whole childcare sector, drawing on data published by the Care Inspectorate. In recent years the Scottish Government has published financial sustainability health checks and the Sustainable Rates Review, which have considered issues relating to the financial sustainability of the sector.

Under the Business Sustainability criteria in the National Standard for funded ELC, providers are required to demonstrate to the local authority that they are financially viable. If a service delivering funded ELC was at risk of closure due to financial difficulties, they would therefore be obliged to make their local authority aware.

The national funded ELC cost survey that is currently being carried out by the Diffley Partnership on behalf of the Scottish Government and COSLA will help to ensure that our long-term investment to support the setting of sustainable rates is informed by a robust and reliable evidence base. The findings will be shared with local authorities and the sector later in 2025.

The Care Inspectorate collects and publishes data on service cancellations and registrations (available here: ).

Figure 8 of the Care Inspectorate’s shows service cancellations for childminding services and day care of children services for the period 2014 to 2023.

The Scottish Government drew on Care Inspectorate data to inform the most recent Financial Sustainability Health Check, published in July 2023. This included an analysis of annual cancellations across the whole childcare sector for the period March 2019 to March 2023, and provided a more detailed breakdown of cancellations by type of provider for this period. This information is set out in Table 1.10 of the .

Funding for the Scottish Violence Reduction Unit for 2025-26 has not been reduced. The Scottish Government grant to the Scottish Violence Reduction Unit has been increased from £1.17 million in 2024-25 to just over
£1.2 million for 2025-26. This represents an increase of £47000 (4%) on the Unit’s grant allocation in 2024-25, and is a £82000 (7%) increase on the Unit’s indicative grant allocation for 2025-26.

The Mental Welfare Commission publishes percentage of all place of safety orders under 18 but not the numbers.

In addition, the Commission does not publish numbers that small: as a rule it suppresses any figures equal to and under 5 and in some cases it uses secondary suppression to ensure that there is no statistical disclosure.

The Mental Welfare Commission for Scotland continues to work collaboratively with Police Scotland to understand why a proportion of data is missing and to resolve this issue.
