The removal of all dental charges for NHS dental treatment is a Scottish Government manifesto commitment and will take place in the lifetime of this parliament.

As part of the 100 Days Commitment the Scottish Government, young people with care experience are to be exempted from NHS dental charges. This commitment has now been widened to include all young people between 18 and 25 years of age (inclusive).

While it is for the local authority or national park authority to ensure it has sufficient services in place, the Scottish Government has in recent years supported authorities through its Rural Tourism Infrastructure Fund which has helped create new toilets, car parks and waste disposal facilities. To support critical tourism projects in our more remote areas we are more than doubling this Fund to £6.2 million in 2021-22, bringing our total investment to over £15 million.

The Visitor Management Group, consisting of public bodies, National Parks and local authorities, was also established last September and has now developed an interim strategy and a list of associated actions for this year.

A number of actions are already underway including the establishment of the new Better Places Green Recovery Fund by NatureScot. This Fund has provided over £400,000 to 35 community and third sector projects so far, with a new round of £2.75m allocated to deliver additional short-term action for the 2021 season. This includes support for temporary toilets and ranger posts. We are also providing our National parks with an extra £3.6m in 2021 which will support, among other things, seasonal rangers and improved infrastructure to better manage visitors this summer.

The Scottish Government has launched a 10 week consultation into New Year’s Day trading for large retail stores today.

The consultation is seeking the views of shop workers and retail businesses and their representatives on whether the current law should change so that large retail businesses must close on New Year’s Day, as they currently do on Christmas Day. I would encourage all relevant parties to access the consultation on the Scottish Government’s to ensure their views are taken into account.

The Scottish Government published its Drugs Strategy, Rights, Respect and Recovery in November 2018. This provides the framework for our work with national and local partners, including Police Scotland, to focus on prevention which will reduce the individual, family and societal factors which increase the likelihood of alcohol and drug use and related harm.

We work with our partners to focus and align efforts to ensure people across Scotland are and feel safe in their communities. To support this aim, the Scottish Government provides support and funding to national community safety organisations to champion and take forward community safety activities. This includes annual grant funding the Scottish Community Safety Network SCSN (£250,000 in 2021-22), Crimestoppers (£104,000 for 2020-21), Neighbourhood Watch Scotland (£118,000 for 2021-22) and the Scottish Business Resilience Centre (£150,000 for 2020-21). Crimestoppers and Fearless run regular campaigns targeting drug related crime in Scotland. From 2020 this has included a focus on County Lines and the exploitation of children and young people who are coerced to move drugs across the country.

Local developments include the following:

The Scottish Government fund the Scottish Violence Reduction Unit (SVRU) who are currently working across the South and East Ayrshire local authority areas to help collaborative partnerships focused on supporting vulnerable individuals and families with multiple complex issues, including drug use. The SVRU have expanded their reach to the Wallacetown area of Ayrshire. The aim is to prevent violence by creating an environment where service providers work much more closely together in partnership, ensuring activity can be collaboratively focused on supporting vulnerable individuals and families with multiple complex issues, including drug use, to improve outcomes for the whole community.

The SVRU are also working with partners to test a Navigator model within Bowhouse Prison, Kilmarnock, to support inmates in their return to the community. The programme will address the individuals priority areas, identifying existing supportive networks as necessary. Crucial to this service is its ability to link with other providers and specialists such as addiction services.

In September 2019 a peer support pilot commenced in Ayr Police Office Custody Suite for arrested persons with drug or alcohol dependency. This was led by the Alcohol & Drugs Partnership and delivered by those with lived experience with the aim of better supporting those with addiction issues and encouraging them to engage with some of the local support groups in the area. The initial pilot ran until March 2020 and in that time 121 people were visited by a peer support worker whilst in police custody, with many taking up the offer of additional support. The pilot has seen some positive outcomes and is now in the final stages of evaluation with a view to a roll out across other custody suites in Ayrshire.

The South Ayrshire Alcohol and Drug Strategy for 2019-24 details a number of strategic priorities:

• develop innovative approaches to engage those at risk of an alcohol or drug related death in services and support, including individuals experiencing a non-fatal overdose.
• develop innovative ways of providing support for individuals in prison settings, including individuals on remand, and strengthen throughcare support for individuals returning to the community.
• undertake a peer-led police custody referral pilot aimed at increasing engagement with vulnerable individuals affected by alcohol or drugs.

Since the start of the pandemic, businesses have directly benefitted from £3.6 billion in support and the Scottish Government has provided more funding than the consequentials received to support businesses. The Scottish Government publishes statistics, management information & budget allocations relating to its Covid-19 business grants on its website at

Arrangements are being put in place to establish the new Council for Economic Transformation, which will shape and drive our 10 year National Strategy for Economic Transformation. We have already publicly committed to do this within our first 100 days and we will update with regard to progress shortly.

Compliance with the Nutritional Requirements for Food and Drink in Schools (Scotland) Regulations 2020 is monitored by Education Scotland Health and Nutrition Inspectors who support local authority caterers to undertake a nutrient analysis of school lunch menus using appropriate software to assess compliance with the nutrient standards. They also support local authority teaching and catering staff to assess compliance with all other food and drink provision across the school day against the relevant specifications.

Under the Education (Scotland) Act 1980 each local authority is responsible for ensuring that they comply with the statutory duties set out in the Regulations. The Regulations are flexible enough to allow for local variations in menu design which helps to ensure that local needs and preferences can be taken into account. As such we would expect to see different menus between local authorities and between schools within a local authority area.

Children and young people who require inpatient support for an eating disorder will be admitted to either one of the 3 regional Child and Adolescent Mental Health Services (CAMHS) inpatient units, as outlined below, or be admitted to a paediatric ward.

• 24 beds - Skye House Regional Adolescent Unit, Stobhill Hospital, Glasgow
• 12 beds - Dudhope House, Dundee
• 12 beds - Young People’s Unit, Royal Edinburgh Hospital, Edinburgh

Similarly, adults who require inpatient support will be admitted to general adult mental health wards locally, or to one of the 3 adult specialist inpatient units in Scotland:

• The Regional Eating Disorder Unit at St John’s Hospital, Livingston, which is a 12 bed unit.
• The North of Scotland Eating Disorder Unit (Eden Unit), Royal Cornhill Hospital Aberdeen, which is a 10 bedded specialist eating disorder unit.
• There are also 4 specialist eating disorder beds in general adult psychiatry ward in Stobhill Hospital, Glasgow.

The SPCB has agreed to write to all passholders encouraging them to use lateral flow testing as part of a range of measures that will help keep those attending Holyrood and local offices to undertake parliamentary work as safely as possible and help prevent community transmission. 

This will be voluntary.  Anyone who attends Holyrood who has a positive lateral flow test should follow public health advice and also contact the Parliament for any specific advice in relation to their recent visits to the building.
