To ask the Scottish Government what the ticketing arrangements will be on the MV Pentalina, should it be deployed as a relief for the CalMac fleet, and whether the Road Equivalent Tariff will continue to apply to passenger fares in those circumstances.

CalMac Ferries Ltd will apply its standard ticketing arrangements and fares for whatever route the MV Pentalina is operating on.

To ask the Scottish Government what the (a) passenger and (b) vehicle carrying capacity is of vessels that are leased by CalMac, on routes where the MV Pentalina has been time chartered to provide relief capacity.
Answer
The maximum passenger and vehicle carrying capacity of the vessels in the CalMac fleet that normally operate the routes they will consider deploying the MV Pentalina on, if chartered, are detailed in the following table.

To ask the Scottish Government how much it has budgeted for the nationalisation of ScotRail.
Answer
A budget of circa £10 million was agreed to cover the necessary activities associated with the mobilisation of ScotRail Trains Ltd, in a manner that complies with the UK Government’s railway legislation. This is a significantly smaller sum than the costs to all parties which would be incurred through a procurement competition under the UK Government’s failed franchising model.

To ask the Scottish Government what impact the time chartering of the MV Pentalina will have on the annual level of subsidy that CalMac receives under the Clyde and Hebrides ferry services contract.

Discussions are progressing between CalMac and Pentland Ferries with regards to the time charter of the MV Pentalina. The impact on the annual level of subsidy cannot be confirmed until negotiations have been completed.

To ask the Scottish Government, further to the answer to question S6W-00406 by Jamie Hepburn on 17 June 2021, whether it plans to match the timeframes announced by the Welsh Government in establishing an alternative model of international exchange.
Answer
The Scottish Government will be able to provide more detail about a Scottish exchange programme in due course. The programme will be developed based on what would deliver the best value for Scotland and on the needs of Scotland and those of our learners and institutions.
In the meantime, we are engaging with the European Commission and European institutions in line with our commitment for Scotland to remain close to the Erasmus+ programme.

To ask the Scottish Government which (a) domestic, (b) UK and (c) international shipowners Caledonian Maritime Assets Ltd has contacted since January 2020, in pursuit of additional tonnage to increase resilience and capacity on Clyde and Hebrides ferry services.
Answer
CMAL employ a number of shipbrokers in their continuing search for second hand tonnage and engage closely with CalMac Ferries Ltd. In 2020 and up to 31 May 2021, CMAL assessed 133 vessels for possible suitability to operate on Scottish Government ferry routes.

To ask the Scottish Government whether it will provide an update on its plans to establish a Green Jobs Workforce Academy.

As set out in Scotland’s Climate Emergency Skills Action Plan (CESAP - December, 2020) the Scottish Government is working with SDS, agencies, skills providers, industry and independent experts to design a Green Jobs Workforce Academy capable of supporting the retraining and upskilling interventions needed for the transition to net zero. As part of the 100 day manifesto commitment, phase 1 of the Green Jobs Workforce Academy will be launched by 26 August 2021.

To ask the Scottish Government what its assessment is of the impact that chartering the MV Pentalina from Pentland Ferries has had on industrial relations at CalMac.
Answer
To improve the resilience of ferry services serving island and remote mainland communities, we are exploring opportunities for chartering additional tonnage including the temporary time charter of the MV Pentalina. Industrial relations are a matter for CalMac Ferries Ltd, its employees and the recognised trades unions. I understand discussions have been taking place between CalMac and its local Union representatives on these matters.

To ask the Scottish Government how the NHS Recovery Plan will take account of the importance of providing rehabilitation and community support services following a stroke.
Answer
The Scottish Government is committed to ensuring that people who have had a stroke receive the best possible care as quickly as possible to enable them to live longer, healthier independent lives. As we progress with our NHS Recovery Plan, evidence-based caution is at the forefront of our decision-making. We will continue to work with Health Boards to remobilise the NHS in the safest possible way, including for those in need of rehabilitation following a stroke.
Our overall vision is for everyone with rehabilitation needs to be able to access the care and support they need to live well, on their own terms. Work is underway to deliver the Framework for supporting people through Recovery and Rehabilitation during and after the COVID-19 Pandemic. This puts in place clear principles, priorities and objectives to support planning to meet increasing demand and to provide high quality person-centred rehabilitation in different settings.
Work is also ongoing to deliver our Programme for Government commitments to improve stroke pathways and services. This will include recommendations for a progressive stroke rehabilitation service, both in hospital and in the community.
