Chargepoints on the ChargePlace Scotland (CPS) network are installed and owned by the respective hosts. As set out in the grant award terms and conditions, it is the hosts’ responsibility to ensure that the charge points are maintained and in a serviceable condition.

The CPS service centre, commonly referred to as the ‘back-office’ and currently operated by BP Pulse, proactively monitors the network for faults and also receives information directly from drivers to the customer services team. The initial action is to attempt to remedy the issue remotely.

If that isn’t possible, the back office will notify the charge point owner and log the fault with the charge point supplier who will send an engineer to investigate and resolve the issue on-site.

Similarly, when a fault is reported to them by drivers, a fault ticket is logged with the respective owner and engineer if it cannot be remedied remotely by the back-office.

The CPS back-office aim to log all faults with owners and suppliers within 48 hours. There is no target timescale for resolving the fault as that is a contractual agreement between the owner and the charge point supplier and therefore outside of CPS’ direct control. However, the CPS back-office actively monitors those charge points awaiting a fix, and will prompt hosts and suppliers for progress updates on a regular basis as appropriate.

There are a number of private network operator who also provide chargepoints in Scotland. Scottish Ministers have no role in monitoring these.

Green Jobs Fund comprises two tranches of money – £50m which has been baselined into our Enterprise Agencies capital funding; and £50m under the direct control of Scottish Ministers. As of 25 June 2021, no specific projects have been funded for 2021-22. Scottish Enterprise are currently in the process of a green jobs call to business. The first application window, offering grants between £50k and £500k, closes on Thursday 1 July. Awards will be made in early September 2021. Highlands and Islands Enterprise and South of Scotland Enterprise are directing their support towards businesses already within their knowledge base and expect to make related awards by the end of September 2021. The policy for the second tranche of funding is currently under development and we expect to make related awards in October 2021.

The Scottish Government has no plans similar to those set out by NHS Digital for England.

The national data opt-out policy applies to NHS England, and not NHS Scotland data. In England, there is legislation by which personal identifiable data, which would otherwise be subject to the Duty of Confidentiality, can be used for research purposes by default.

The Scottish Government recognises the value of data used for trustworthy research in the public interest to improve the health and lives of our population. In Scotland, personal identifiable health data subject to the Duty of Confidentiality is not used for research by default. Any use of personal data for research purposes is subject to rigorous independent scrutiny on a case-by-case basis, and accompanying evidence that the data is used fairly, lawfully and securely. As such, when processing relies on permission from the individual, Scotland operates under an opt-in model.

However, if individuals currently living in Scotland have previously resided in England, and used NHS England services during that period, they will have the opportunity to opt-out by the September 1 st 2021 deadline.

The Scottish Government has supported the purchase of green buses between 2011 and 2018 through the Scottish Green Bus Fund, and then since 2020 through the Scottish Ultra-Low Emission Bus Scheme. Details of the buses purchased through these schemes are published on Transport Scotland Webpages.

To support the update of electric vehicles across Scotland, Scottish Government provides funding support for public electric vehicle charging through the Energy Savings Trust. This is designed to help businesses and organisations install electric vehicle charging infrastructure on their premises. A number of hotels and other hospitality business have taken advantage of this funding.

To date, grants to install over 1100 chargers under the business charge point fund have been provided. Scottish Government is focussed on strengthening the public electric vehicle charging network in Scotland in 21-22 and remains committed to expanding access to electric vehicle charging infrastructure across Scotland.

The Scottish Government has a number of loan schemes open to those interested in RHI which will continue to be available when the RHI ends in 2022.

They include: The Renewables Loan which supports the installation of renewables measures in Scottish domestic properties. Households can fund up to two renewables systems for each home, to a maximum of £17,500 in total and up to £6,000 funding for an energy storage system.

To help first time adopters over the first hurdle to renewables, we also have developed an additional incentive, the Renewable Heat Cashback Scheme, which can offer up to 75% (to a maximum of £7,500) cashback funding.

For commercial properties, we have the SME Loan and cashback scheme. The loan scheme provides unsecured, interest free loans of up to £100,000 to Scottish Small to Medium size enterprises, not-for-profit organisations and charities to finance the installation of renewable heating and energy efficiency measures. Since the inception of the SME loan scheme, it has paid over £29 million in loans, funding more than 1000 projects.

In October 2008, the cashback scheme was launched to stimulate uptake of the Energy Efficiency and Renewables Heat measures in non-domestic properties. SMEs can apply for a 75% cashback grant of up to £10,000 towards the cost of a renewables heating system and a further 30% cashback of up to £10,000 for energy efficiency measures.

Grant funding allocations were made to councils based on levels of deprivation and rurality within their areas, allowing them to purchase devices and connectivity for learners to align with local digital strategies. Local authorities have been responsible for securing and distributing devices, and for reporting to Scottish Government on progress. Global pressure on supply chains (primarily as a result of the pandemic and the move to home learning and working) has resulted in delayed delivery times for some devices.

The following table shows the number of devices ordered, received and distributed at end-March 2021 (immediately before the Easter break after which in-person learning resumed), as reported by individual local authorities.
