The Scottish Government publishes as part of annual housing statistics publications information on the number of local authority housing tenancy changes made each year due to succession. The available Scotland level published information on this, covering the period 2001-02 to 2018-19 is available at , with a local authority level table available from the Scottish Parliament Information Centre (Bib. number 62926).

I will be continuing to engage with people who have direct experience of this practice.

Listening to the voices of those affected will help us to understand and inform what support and action is needed.

The Scottish Government is committed to improving Mental Health services and the Programme for Government commits to ensuring that in future, at least 10% of frontline NHS spend goes towards mental health, with 1% going towards child and adolescent mental health services.

NHS Boards draw funding for mental health services from the overall funds allocated to them by the Scottish Government in the Scottish budget. Local budget decisions should reflect the national mental health priority and NHS Boards are expected to work with Integration Authorities and other partners to plan and deliver person centred, safe and effective mental health services which meet the needs of their populations.

NHS Scotland expenditure on mental health, including children and adolescents, is reported in the , published annually by ISD Scotland.

Expenditure in each year since 2016 to 2020, the latest available, in NHS Ayrshire and Arran and NHS Greater Glasgow identified as relating to mental health services delivered in hospitals or in the community aimed specifically at children and adolescents is shown in the table below. Funding towards reducing waiting times is not separately identified.

Scottish Government a) will increase the annual native woodland creation target from 3000 to 4000 hectares and commit to setting evidence-based targets for both native woodlands and natural regeneration as part of the 2022 Biodiversity Strategy.

Scottish Government are supporting this action through provision of SRDP grant for both planting of new woodland, and management of herbivores to encourage natural woodland expansion.

It is the responsibility of the Scottish Police Authority and the Chief Constable to allocate resources across policing priorities, and to allocate officers to cases.

Multi Agency Public Protection Arrangements (MAPPA) provide a strong statutory framework to manage the risks posed by registered sex offenders with the greatest resources put towards those who present the highest risk to the public. Under MAPPA, Police, local authorities and other agencies work together to assess and monitor these individuals to reduce the risk they pose to the public. This includes proactive policing and zero tolerance of non-compliance which involves reporting cases to the Procurator Fiscal.

In 2021-22 the Scottish Government invested an additional £75.5 million in policing bringing the total policing budget to more than £1.3 billion, including £15 million one-off funding specifically to mitigate the impact of COVID-19 on the police budget. Police officer numbers in Scotland have been maintained and are favourable relative to elsewhere in the UK with around 32 officers per 10,000 population in Scotland compared to around 23 in England and Wales.

The Scottish Government recognise the negative impact that noise disturbances can have on building occupiers. In response to queries regarding such issues Building Standards Division has previously published which provides advice to those considering the installation of hard surface floor coverings (such as laminates, wood, or tiles) and the benefits of providing suitable underlay materials.

Further guidance on improving sound insulation within homes can be found within (Edinburgh Napier University) which sets out good practice on how to upgrade separating walls and floors to improve sound insulation performance. Individuals seeking to make improvements to the sound insulation of their properties are encouraged to seek advice from an acoustics professional to ensure appropriate solutions to reducing noise levels from their neighbouring properties.

Where noise from neighbouring properties is deemed excessive, individuals are encouraged to liaise with their local authority to seek specific advice on such matters.

The sets out that, to meet our emissions reduction targets, by 2030 the vast majority of the 170,000 off-gas homes that currently use fossil fuel heating systems, as well as at least 1 million homes currently using mains gas, must convert to zero emissions heating. Together these amount to around half of domestic properties, on top of the 11% of homes that currently use zero emissions heat. In addition, the equivalent of 50,000 non-domestic buildings, around a quarter, must also switch from fossil fuels to zero emissions heating, which will bring the total using zero emissions heat to around three quarters.

Our existing commitments are therefore broadly equivalent to those recommended by Scottish Renewables in terms of numbers of heating system conversions. However, at this time we have not adopted these as specifically renewable heat targets, in order to accommodate other sources of decarbonised heat. We will review our provisional minimum renewable heat target of 22% in the Energy Strategy and Just Transition Plan which we will publish for consultation in spring next year.

The Scottish Government since 2010 has provided funding to the Energy Saving Trust to deliver the Low Carbon Transport Loan, this interest free loan has supported individuals and businesses across Scotland purchase new electric vehicles.

As of the 23 rd November 2021, 141 loans have been provided to individuals and businesses across the Scottish Borders to support the purchase of new electric vehicles to the value of £3,946,087.

The Scottish Government consulted in 2019 on a number of areas associated with the legislative regime for occasional licences. This included the level of fees and whether or not there should be a limit on the number and duration of occasional licences for premises/personal licence holders. The views offered in response will help inform further consideration of issues in this area in due course.

Decisions about the granting of occasional licences are for independent licensing boards within the framework of the 2005 Act. Each licensing board is required to produce a licensing policy statement explaining how they will approach the operation of licensing within their area in line with the five licencing objectives. This can include details about policy on the granting of occasional licences.
