The intention of National Marine Plan 2 (NMP2), as set out our Planning Position Statement (PPS), is to support the development of spatial management measures through dedicated policies, some specific to fisheries, as well as working to build a stronger evidence base to inform future spatial planning and management where possible.

It is essential that we consider the outcomes from current consultations, the literature review referenced, and issues raised via our PPS consultation. We have therefore made the decision to postpone our consultation on a draft NMP2 to allow for further consideration of the feedback received.

We are aware of our duties under Section 5 of the Marine (Scotland) Act 2010, and the National Marine Plan 2 is being constructed using a robust and transparent evidence base. The assessment of condition is being informed by existing evidence and date, including but not limited to Scotland’s Marine Assessment 2020 (SMA2020) and data which informed our 2024 review of the NMP.

For the 2025-26 financial year, the Scottish Government have invested a further £125 million to enable adult social care workers in the third and private sectors to be paid at least the Real Living Wage rate, £12.60 per hour, which takes the estimated total investment to deliver this policy up to £950 million annually. This rate is already 39p higher than the National Living Wage rate of £12.21 per hour, which applies to many social care workers in England and Northern Ireland.

Uplifting pay in Scotland to £2 per hour above the National Living Wage rate would mean raising the Scottish minimum hourly rate of £12.60 by £1.61 per hour to £14.21. It is estimated that this would cost an additional £335 million annually.

The Scottish Government is proud to have led the way in supporting enhanced minimum hourly rates of pay for the adult social care workforce among the four UK nations. However, we are always happy to listen to serious proposals about how increases in pay for the social care workforce could be achieved in an affordable way.

The Scottish Government will continue to look at what we can do to increase rates of pay for social care workers, and our work to introduce sectoral bargaining arrangements for the sector is progressing. However, there has never been greater pressures on public finances, and we must balance the books while demand for government support and intervention is increasing.

The decision taken in 2016 by NHS Highland to move to a midwife-led unit at Caithness General Hospital was made on the basis of safety. This decision was taken in line with NHS Boards’ responsibility to design and deliver services which deliver safe, high-quality care to meet the needs of their local populations and geographies. Safe maternity care delivered as close to home as practicable is vital and the safety of pregnant women and babies must be central to this.

The model of care in Caithness is the same as that which operates across all rural areas in the NHS Highland region. NHS Highland understands the need to continually review its service models to ensure they are safe, effective and fit for the future.

Due to concerns over patient confidentiality a single length of delay figure cannot be provided.

A delayed discharge occurs when a hospital patient who is clinically ready for discharge from inpatient hospital care continues to occupy a hospital bed beyond the date they are ready for discharge. Official Statistics on delayed discharges in NHS Scotland are available here: . This publication includes the number of people delayed at each monthly census point by length of delay at census point. A person’s length of delay at census is calculated as the time from their latest ready for discharge date to the monthly census point.

Within the policies we set, NHS Boards have responsibility for the design and delivery of services to meet the needs of their local populations and deliver safe, high-quality care. NHS Boards may commission local reviews of services to support them in the design and delivery of safe, sustainable services which best meet the needs of their local populations and geographies.

If Scottish Ministers have concerns about local services they would discuss these with the Board as they are responsible for local service delivery, following which Ministers may decide to commission an independent review. There are no set criteria for such decisions as it will depend on the circumstances of the issues under consideration and the most appropriate response.

Healthcare Improvement Scotland (HIS) undertakes independent inspections of obstetric maternity units in Scotland through its Maternity Inspection programme. The inspection programme launched in January 2025 and details of the inspection methodology are made publicly available on the HIS website, along with inspection reports and NHS Board improvement plans. Crucially, HIS maintains independence in its scrutiny activity, including in its inspection programme. HIS takes decisions around inspection activity using a risk-based, proportionate and data- and intelligence-led approach.

I met with staff, service users, local elected representatives and members of CHAT at Caithness General Hospital’s maternity service on 30 July. During the visit, I heard about the ongoing engagement between NHS Highland and CHAT, including areas of joint working to improve the experience for local service users. Following the meeting I have written to NHS Highland, asking for further information in relation to specific questions and issues highlighted during the visit. In addition, NHS Highland continues to engage regularly with local people and community groups, including the Caithness Health Action Team (CHAT) to understand the needs of its local population, including in maternity services, to inform its service model. I welcome NHS Highland’s ongoing engagement with CHAT to inform continuous improvement activity in maternity services in Caithness.

I refer the member to my response to the answer to question S6W-38163 on 17 June 2025. We remain committed to ensuring that women across Scotland have timely access to sexual and reproductive health services. As part of our Sexual Health and Blood Borne Viruses Action Plan 2023-26, we are carrying out visits to all 14 NHS Boards.

All women and girls who are pregnant in any part of Scotland will continue to have the full range of maternity care provided to them. Our NHS Boards continue to look to improve the range of maternity and neonatal care that can be provided locally to meet the needs of their rural populations. When specialist maternity or neonatal care is required which cannot safely be delivered locally, women and babies may need to travel to access that care, and we expect Boards to facilitate seamless delivery of this care.

Within the policies we set, NHS Boards have responsibility for the design and delivery of services to meet the needs of their local populations and deliver safe, high-quality care. We recognise the particular challenges faced by rural NHS Boards. I met with staff, service users, local elected representatives and community group members at Caithness General Hospital’s maternity service on 30 July and welcome NHS Highland’s ongoing engagement with the local community in Caithness to inform continuous improvement activity. Following this visit, I wrote to NHS Highland to seek assurance from the Board that key issues raised during the visit will be explored fully and further detail of work underway.

Future demand for care home places will be influenced by a multitude of factors, including population demographics and residents' needs, future balance of care across care home and community settings, and technological change.

The Scottish Fiscal Commission’s recent included long term projections of social care spending (including but not limited to care home expenditure). The SFC projected, based on current levels of provision, that social care spending in Scotland would increase in real terms from £5 billion in 2029-30 to £11 billion in 2074-75.

Under the Care Reform (Scotland) Act 2025 the Scottish Government will, before the end of 2026, prepare and make publicly available a report on projected social care needs in Scotland over the ten-year period from 2027. Work is underway to plan the and deliver evidential work for this reporting requirement. Further, the recently published Service Renewal Framework sets out commitments to develop population level strategic needs assessments for health and social care. It is expected that these areas of work will add to the current evidence - such as the SFC's long term projections - and give a fuller picture of the demands for social care services in the coming years.
