To ask the Scottish Government what the eligibility criteria will be for funding via strategic funding partnerships; what body will administer such funding, and what form the application process will take.
Answer
The Scottish Government invited organisations which satisfied one or more of the following criteria in to discussions about establishing Strategic Funding Partnerships:
The organisation is unique in the services it delivers and loss of these services would have an unacceptable impact;
The service the organisation provides is a key part of the Scottish Governments national support for delivery;
The organisation鈥檚 service is important in ensuring equality of access to support.
There is no application process. The Scottish Government has approached key organisations. The Scottish Government will administer Strategic Funding Partnerships.

To ask the Scottish Government whether successful applicants to the Third Sector Early Intervention Fund will be eligible to apply for funding via strategic funding partnerships.
Answer
The Third Sector Early Intervention Fund (TSEIF) and Strategic Funding Partnerships are designed to provide a coherent package of support to deliver key outcomes for children, young people and the families and communities who support them across Scotland. In order to support as many organisations in the third sector as possible, organisations which successfully applied to the TSEIF have not been approached about Strategic Funding Partnerships.

To ask the Scottish Government what steps it will take to ensure that applicants to the Third Sector Early Intervention Fund and organisations eligible for funding via strategic funding partnerships are informed about the process and any developments.
Answer
The Minister for Children and Young People announced the outcomes of both the Third Sector Early Intervention Fund and Strategic Funding Partnerships on 18 April 2013.

To ask the Scottish Government what the timescale will be for (a) applications for and (b) awards of funding via strategic funding partnerships.
Answer
The Scottish Government has already contacted relevant organisations to begin discussions about creating Strategic Funding Partnerships. Grant letters will be issued to organisations entering Strategic Funding Partnerships with the Scottish Government on conclusion of these discussions.

To ask the Scottish Government what engagement it has had with the Big Lottery Fund Scotland regarding the Third Sector Early Intervention Fund (TSEIF) since it became aware that TSEIF awards would be delayed.
Answer
BIG in Scotland and the Scottish Government have had regular contact since BIG was awarded the contract to manage the Third Sector Early Intervention Fund in November 2012, including in the period following the Scottish Government鈥檚 decision to reschedule the announcement of the outcome of the Fund.

To ask the Scottish Government what the value was in 2012-13 of funds subsumed into the Third Sector Early Intervention Fund and how much is available to the voluntary sector from the fund.
Answer
The value in 2012-13 of the three predecessor funds to the Third Sector Early Intervention Fund was 拢13.85 million. 拢30 million is being provided to the voluntary sector over the next two years, with 拢20 million being provided through the Third Sector Early Intervention Fund and a further 拢10 million through Strategic Funding Partnerships.

To ask the Scottish Government what involvement ministers and officials will have in awarding funding through strategic funding partnerships.
Answer
Ministers agreed the organisations to be invited to discuss Strategic Funding Partnerships. Discussions with individual organisations are being taken forward by relevant officials.
