To ask the Scottish Government what its position is on the arguments set out in motion S4M-11154, and whether these reflect its policies on student residences and affordable housing.
Answer
Scottish Planning Policy sets out the Scottish Government鈥檚 policy on enabling the delivery of new homes. It sets out that local authorities, through their development plans, should address the supply of land for all housing. Plans should identify any expected developer contributions towards delivery of affordable housing.

To ask the Scottish Government what action it will to take to help students facing financial hardship during the summer.
Answer
The Scottish Government is committed to ensuring that all students are afforded the opportunity to access education whatever their personal circumstances. In addition to free tuition, students with a family income of less than 拢17,000 can access an annual minimum income of 拢7,500 (from 2014-15), through a combination of bursaries and loans. Students who have been in care can also apply for a grant, of up to 拢105 per week, towards their accommodation costs during the summer vacations.
In 2014, as part of a manifesto commitment, the summer exemption from council tax to students articulating from college to university was extended. Further support is also available through the discretionary funds we allocate to colleges and universities each year, which they can use to provide support to students who require additional assistance over the summer vacation.
