To ask the Scottish Government when it will develop the national social isolation strategy, committed to in its Programme for Government, and what consultation will take place in its development.

Following on from the Programme for Government, we committed in the Fairer Scotland Action Plan, to developing a new approach to social isolation over 2017. We intend that this will build on existing work, that it will draw on the findings of the previous Parliament’s Equal Opportunities Committee’s Inquiry into Social Isolation and Loneliness as well as the Befriending Networks Summit held in September 2016 and that it will be informed by the best available evidence and research. We will engage with partners and a wide range of interests in the development of our approach.

To ask the Scottish Government what action it is taking to support veterans.

The Scottish Government places great importance on veterans and their families. We established a state-of-the-art National Prosthetics Service, committed over £5 million from 2015 for world-class specialist mental health services and provided almost £4 million for veterans housing. We have appointed a Scottish Veterans Commissioner – the first such position in the UK.

I have published a fresh strategy, “Renewing Our Commitments” setting out priorities on healthcare, housing and jobs. Earlier this month I announced a partnership with Standard Life, bringing our Scottish Veterans Fund to total £600,000 over three years. We also want the private sector to treat veterans as an asset to bridge skills gaps; that is why I was delighted to launch the Supporting Veterans into Employment initiative with HRH The Duke of Rothesay at Dumfries House on 24 October 2016.

To ask the Scottish Government what plans it has to increase mental health officer support in light of the finding from the Mental Welfare Commission for Scotland that nearly 44% of emergency detentions initiated by a doctor did not have the support and expertise of a mental health officer at the point that the decision was made.

Mental Health Officers (MHO) are employed by local authorities and ultimately, it is the responsibility of local authorities to plan their MHO workforce, ensuring they have the appropriate levels of staff in place to provide services for their residents.

The recent report by Scottish Social Services Council states that the number of practicing MHOs has increased since last year. It is also encouraging that there are the highest number of MHOs in training at any time since 2008, and a reduction in the number leaving the workforce.

Emergency detention under the Mental Health (Care and Treatment)(Scotland) Act 2003 is only permissible where it is necessary as a matter of urgency because of a significant risk to the health, safety or welfare of the patient or the safety of others. Medical practitioners are required to seek agreement from a MHO officer unless it is impractical for them to do so, for example where there is immediate, serious or life-threatening danger to the patient and/or others around the patient. Consent by MHOs is an important safeguard and it is essential that Local Authorities ensure they have the appropriate levels of staff in place to meet statutory duties.

Following last year’s report, the Cabinet Secretary for Health and Sport asked the Mental Welfare Commission (MWC) to investigate the undertake an analysis of the reasons for low level MHO consent for Emergency Detention Certificates. The MWC produced a report in June 2016, finding no single reason for lack of consent in any of the health boards and most had the same pattern of reasons for lack of consent. The MWC made a total of eight recommendations. Two were specifically for the Scottish Government which we have accepted and are taking forward.
