The Scottish Government is not involved in the UK Government’s private sponsorship arrangements, or associated matching process through Homes for Ukraine.

The Scottish Government and partners are working hard within the UK Government’s sponsorship scheme to provide a fast and safe alternative to displaced people from Ukraine seeking sanctuary in Scotland and providing support when they do get permission to travel.

Once people have arrived through our super sponsor scheme, a national matching service, delivered by COSLA, will match those settling here with longer-term accommodation across Scotland. Displaced people from Ukraine are asked to complete a short questionnaire that captures key information and preferences. This information is then used to find suitable longer-term accommodation. All 32 of our local authorities are taking part in this programme, and hosts have offered up their homes right across the country. The national matching service will ensure that people are offered settlement opportunities across Scotland, recognising that people will have different preferences and available housing is limited in some local authorities

The Super Sponsor scheme is designed to provide a quick and safe route for displaced people from Ukraine to come to a place of sanctuary by removing the need for applicants to be matched to an individual sponsor prior to being given permission to travel to the UK.

The information you have requested is not held centrally by the Scottish Government. It is for local authorities to decide whether to write-off outstanding debts for school meals, ideally by taking into account the needs and circumstances of any affected families.

The Scottish Government recognises the work which has been undertaken by Aberlour on this issue and the First Minister has committed that officials will work with COSLA to understand this issue more fully.

Local authorities also have the flexibility to offer free school meals to families who do not meet the regular eligibility criteria but are experiencing financial hardship. I would encourage any family who thinks that they may have become eligible for free school meals to apply for them as soon as possible.

During Eating Disorder Awareness Week 2022, we welcomed the training offer that Beat, the UK’s eating disorder charity, has developed to ensure that our future workforce feels confident to support anyone who comes forward with concerns about disordered eating.

We were also pleased to announce additional funding for Beat which includes Beyond the Symptoms training for GPs and healthcare professionals. This supports them to identify when a patient has an eating disorder and confidently intervene early. This funding was in addition to the £5 million additional investment to support those with eating disorders in 2021-22.

More generally, our Programme of Government commits to ensuring that by 2026 each GP Practice will have access to a mental health and wellbeing service; creating 1,000 additional dedicated staff who can help grow community mental health resilience and direct social prescribing.

As set out in the response to S6W-06821 on 10 March 2022, the vast majority of homelessness funding provided to local authorities in the annual local government finance settlements since 1999 has been included in the block grant. It is at each local authority’s discretion as to how they use this resource to prevent and respond to homelessness, which includes providing temporary accommodation. This has been supplemented in recent years by additional, identifiable resource as follows:

Scotland is committed to playing our part in welcoming and supporting all Asylum Seekers, Refugees and displaced people.

The UK’s Syrian Resettlement Programme, also known as the Vulnerable Persons Resettlement Scheme (VPRS), ended in March 2021. The programme matched people with accommodation identified by local authorities prior to their arrival in the UK. All 32 of Scotland’s local authorities participated in the programme, supporting 3,328 refugees to settle in communities across the country.

All 32 local authorities have also confirmed their participation in Afghanistan Relocation and Resettlement Schemes. So far, there have been 127 families (520 individuals) relocated to 20 Scottish local authorities.

It is the Home Office who have responsibility for hotel accommodation for Afghan families across the UK. Its data currently shows that there are 12,000 people in hotels across the UK.

The Scottish Government provides resource for local authorities to tackle homelessness through the annual local government finance settlement. In 2022-23, local authorities received £55.322 million [1] of homelessness grant aided expenditure. In addition, the Scottish Government has made available £100 million between 2018-19 and 2025-26 from the Ending Homelessness Together fund to transform homelessness services. Of this, £42 million supports the development and implementation of local authority rapid rehousing transition plans.

In May 2020, the Unsuitable Accommodation Order was extended to all households to ensure people are provided with suitable accommodation to support them out of homelessness. We are aware that full compliance with the Order remains challenging for some local authorities. Scottish Government officials have met with the local authorities that are facing the greatest barriers in complying with the Order to offer support. Engagement with local authorities has shown positive progress is being made in reducing the use of unsuitable accommodation and there are plans for learning to be shared more widely.

Ultimately, it is for local authorities to meet their statutory duty to provide temporary accommodation that is suitable for the needs of a household.

Information about the levels of debt on school meals across Scotland is not held centrally by the Scottish Government. The handling of school meal debts is a matter for local authorities, taking into account the local needs and circumstances of all families within their respective local areas.

The Scottish Government recognises the work which has been undertaken by Aberlour on this issue and the First Minister has committed that officials will work with COSLA to understand this issue more fully.

A grant model was used to enable a quick start to the programme and to test the viability of an arm’s length delivery approach based on established principles behind Scotland’s property systems. Interim learning from this approach shows there is a need to move to a model based on directly procured contracts to speed and scale delivery and at lower overall risk. This change was announced to the Scottish Parliament by myself on 12 May 2022 - .

The Scottish Government is actively looking at a number of ways to support homeowners affected by unsafe cladding, which may include property purchase schemes. We will work with stakeholders and homeowners to find solutions that work in the unique Scottish context, which does not include leaseholders.
