The Scottish Government’s Chief Scientist Office (CSO) along with partners in the UK Clinical Research Recovery, Resilience and Growth programme considers it important that clinical trial populations reflect the populations that could benefit from the treatments as closely as possible. For this reason, a theme of this programme is the widening of opportunities for people to participate in clinical research. CSO is working with partners on the UK-wide Be Part of Research initiative and invests in the Scottish Health Research Register and Biobank (SHARE) with this aim. CSO is also funding a research project looking at ways to support ethnic diversity in clinical trials populations.  

The average repairs and maintenance expenditure per council house by local authority from 1998-99 to 2021-22 is set out in a document that has been placed in the Scottish Parliament Information Centre, Bib number 64022.

It should be noted that the vast majority of funding available to councils is provided by means of a block grant from the Scottish Government. It is then the responsibility of individual local authorities to manage their own budgets and to allocate the total financial resources available to them, including on maintenance of council housing, on the basis of local needs and priorities, having first fulfilled their statutory obligations and the jointly agreed set of national and local priorities.

The number of full time equivalent staff employed by the Scottish Government varies throughout the financial year, so figures provided represent a snapshot. On 16 February 2023 the Scottish Government employed 53.7 full time equivalent frontline communications (press office) staff whose role includes media relations.

The recruitment of media relations staff by public bodies and agencies is a matter for those organisations and the information requested in regard to this is not held centrally.

Each Fuel lnsecurity Fund partner is distinct in terms of their delivery with the use of funding and targeted support measures and approach, which will determine their level and volume of applications, proportionate on a case-by-case basis.

We plan on consulting on proposed updates to Housing for Varying Needs to uplift standards applicable to homes delivered with support through the Affordable Housing Supply Programme in the Spring of this year. This consultation will also include proposals for the introduction of an all-tenure Scottish Accessible Homes Standard which is planned to be implemented through changes to building standards and guidance from 2025-26.

The Scottish Government does not hold this information. Licensing schemes are administered by licensing authorities. The Civic Government (Scotland) Act 1982 (Licensing of Short-term Lets) Order 2022 came into force on 1 March 2022, and required licensing authorities to establish schemes in their areas by 1 October 2022.

The Scottish Government collects information on temporary accommodation placements associated with homelessness applications through the HL3 data collection. This gathers information on date of entry and date of exit (where relevant) for each temporary accommodation placement. It is possible to combine durations of individual temporary accommodation placements associated with the same homelessness application.

The HL3 data collection does not gather information on all persons present in temporary accommodation placements. However, it is reasonable to assume there is at least one adult present. An additional question was added to the HL3 data collection in 2019 to ask how many children require accommodation in temporary accommodation placements, but not all local authorities have so far been able to provide this information.

An estimate of the presence of children in temporary accommodation placements can be derived by linking household records between the HL1 and HL3 data collections. The HL1 data collection is related to homelessness applications and gathers information on household composition. However, it is important to note that households may sometimes make alternative arrangements for children when entering temporary accommodation and therefore it is not always the case that children included in the HL1 return are present in associated temporary accommodation placements. It can also be the case that children are present for only part of the stay in temporary accommodation e.g. as part of shared custody arrangements.

A full set of HL3 data is available for all local authorities from 2017-18. However, this includes temporary accommodation placements which commenced prior to 2017-18. In addition, some local authorities have provided data prior to 2017-18, but the completeness of this is highly variable across local authorities.

Information at individual (person or household) level cannot be provided due to data confidentiality.

Information gathered through Scottish Government homelessness data collections can be found under the section of the webpages. Within the annual publications, data tables are included for a) the average time spent in temporary accommodation for closed cases, by local authority and household type and b) the distribution of time spent in temporary accommodation for closed cases, by local authority for i) all households; ii) households with children; and iii) households without children.

The Scottish Government does not hold this information at this level of detail. Latest published Scottish Government annual estimates on demolitions from 1999-00 up to the year 2020-21 are available on the webpage. This information is provided by local authorities but does not include a breakdown by houses or flats.

Note that these estimates are not considered comprehensive. Estimates of demolitions of local authority housing are thought to be generally accurate, however local authorities differ in their ability to provide comprehensive estimates of demolitions of private sector and housing association homes. As such, these estimates should be considered as the minimum level of demolition activity in Scotland.
