To ask the Scottish Government whether it will provide a breakdown of construction work on Deposit Return Scheme sorting and counting centres showing (a) which sites are under construction, (b) when construction began on each site and (c) the expected completion date.

As Scheme Administrator, Circularity Scotland Ltd is responsible for the development and construction of the logistical network that will support Scotland’s DRS.

To ask the Scottish Government what powers Scottish Ministers have to require Circularity Scotland to publish the methodology used to set retailer handling fees for the Deposit Return Scheme.

In line with European best practice for scheme administrators of deposit return schemes, Circularity Scotland Ltd is a private company independent of the Scottish Ministers. The Scottish Ministers have no powers to require Circularity Scotland Ltd to publish the methodology used to set retailer handling fees for Scotland’s Deposit Return Scheme.

To ask the Scottish Government whether it will commit to incorporating questions around eating disorders into future Scottish Health Surveys.
Answer
A took place between 18 July and 26 September 2022. The review asked users to explain their use of the current survey content and provided the opportunity for them to suggest any new questions, which could include questions relating to eating disorders. A report will be published in advance of the 2024 survey reporting the findings of the review and decisions on the survey content going forwards.

In line with European best practice for scheme administrators of deposit return schemes, Circularity Scotland Ltd is a private company independent of the Scottish Ministers. Accordingly, the Scottish Government is not required to verify the processes used by the Scheme Administrator when it sets its fees.

To ask the Scottish Government whether it has confidence that the correct regulatory process was followed in setting the retailer handling fee structure for the Deposit Return Scheme.
Answer
The Regulations underpinning Scotland’s DRS state what factors need to be considered when developing the retailer handling fee. The Scheme Administrator, Circularity Scotland Ltd, followed a robust, independent process that considered these factors to set handling fee structure.

To ask the Scottish Government whether it will provide a breakdown of public funds given to waste incinerator operators in each of the last five years, either through grants, loans or other funding mechanisms.
Answer
The Scottish Government has not directly given public funds to waste incinerator operators in the previous five years.
It is possible that operators have received funds from UK Government departments or other public bodies including local authorities, however, this information is not held by Scottish Government.

To ask the Scottish Government, in relation to the programme board that will oversee compliance with the ban on all non-household biodegradable waste from entering landfill by 2025, whether it will list the members of the board, meetings held, and which Scottish Ministers have attended which meetings.
Answer
The programme board is chaired by senior Scottish Government officials and comprises representatives from SEPA, Cosla, Solace and Zero Waste Scotland.
The board regularly reports to Scottish Ministers, and is supported by an advisory group which is composed of industry and local authority representatives.
