In follow up to parliamentary question S6W-24240 answered on 19 January 2024. CalMac Ferries Limited have not carried out any assessment of the potential impact that heavier electric vehicles will have on the vehicle carrying capacity of the fleet. I understand that both our operators keep up to date with the latest developments and follow all Maritime Coast Guard Agency (MCA) guidance. The carrying Electric Vehicles (EV) has been assessed by trained personnel and the operators have developed procedures following the release of specific guidance issued by the MCA (MGN 653) and the European Maritime Safety Agency (EMSA). This guidance was developed through consultation with the industry, and specifically the industry body, Inter-Ferry of which they are a members.

There is no single crime of animal cruelty and such crimes are identified differently in the annual National Statistics publications on and . These publications are based on separate and unlinked data sets and cannot be considered as proportions of each other.

Recorded Crime in Scotland is based on a count of crimes reported to Police Scotland. The year is based on when any crime(s) were reported to police. Animal cruelty offences are only identifiable at crime level and the covers the 2022-23 financial year.

Criminal Proceedings in Scotland is based on a count of people proceeded against in court. A person may be proceeded against for more than one crime and multiple people may be proceeded against for the same crime. Only the main charge is counted in the statistics. The main charge is the one that conveys the most severe penalty and the year is based on the date when proceedings concluded in court. This can be in a later year than when any crime(s) were reported to Police Scotland. Animal cruelty offences are identified at charge level and the covers the 2021-22 financial year.

Both data sets cover the animal cruelty crimes of:

• Cruelty to animals (ex dogs) inc killing and maiming cattle
• Cruelty to dogs
• Cruelty to wild animals
• Hunting with dogs

Note: Criminal proceedings data does not distinguish between these first two crimes and they are presented as a single total in the prosecuted and convicted following tables.

Criminal proceedings additionally covers parts of the following crimes:

• Animals, offences involving (ex dogs, birds elswhr classfd) – specifically where the main charge fell under Animal Health and Welfare (Scotland) Act 2006 Section 23(1)(A), 23(2), 23(4) or 24
• Pet and kept animals– specifically where the main charge fell under Animal Health and Welfare (Scotland) Act 2006 Section 20(1)(A)
• Sea fisheries offences– specifically where the main charge fell under Marine (Scotland) Act 2010 Section 107

As this is an operational matter for Scottish Water, and the Scottish Government does not hold this information, I have asked them to respond. Their reply is as follows:

The following table gives the leakage levels as a proportion of the water put into supply since 2007. All values are expressed as Maximum Likelihood Estimation (MLE) except for 2007-08, 2008-09 and 2009-10; Scottish Water switched to MLE reporting in AR11 - AR08, AR09, and AR10 were top down estimates.

SEPA are responsible for prioritising actions to reduce flood risk in Scotland as part of the Flood Risk Management Planning process set out in the Flood Risk Management (Scotland) Act 2009. The Scottish Government provides funding to local authorities through the general capital grant to support the implementation of these actions. The distribution of this funding is agreed by Ministers and COSLA Leaders based on the recommendations of a joint Scottish Government/COSLA Flood Risk Management Working Group.

This group is currently considering funding and governance arrangements for future programmes taking on board lessons learned from the first programme and current best practice. These arrangements will apply to measures put forward across Scotland including those put forward for Dundee. Recommendations will be put to Ministers and COSLA Leaders via the joint Scottish Government/COSLA officers’ Settlement Distribution Group throughout 2024.

We will continue to work with local authorities and COSLA to ensure value for money and that the schemes taken forward provide the maximum benefit for local communities.

As this is an operational matter for Scottish Water, I have asked them to respond. Their reply is as follows:

Scottish Water has used an economic assessment that balances the cost of supplying the water with the cost of finding and fixing leaks to determine Scottish Water's target leakage level of 408ML/d. In future iterations Scottish Water will apply estimates of future water supply side investment which will be guided by climate change impacts and other factors, e.g. moving populations.

The information used to publish the Scottish Government Justice Analytical Services Criminal Disposals Dashboard only contains data from April 2017. Accordingly, we are unable to extract the number of case-accused convicted for the financial years prior to 2017-18.

From April 2017 to March 2023, 279 people received disqualification or deprivation orders. The numbers per financial year were as follows.

Yes, the Scottish Government annual surveys continue to gather data, in order to support future assessments on microplastics in surface water. Although there is currently no internationally agreed baseline for microplastics in surface water, as referenced in the answer to question S6W-23886, all our marine litter data contributes to regional monitoring across the North East Atlantic, through OSPAR (the Oslo-Paris Convention), and would contribute to any baseline developed in the future.

Further to the answers to questions S6W-01058 on 13 July 2021, S6W-23231 on 11 December 2023, S6W-23886 on 12 January 2024, S6W-23887 on 9 January 2024, and S6W-24462 on 16 January 2024, our microplastics monitoring programme began in the winter of 2013, and has continued to undertake annual surveys since that time. The current data collection season runs from November 2023 to the end of January 2024.

Data from this monitoring programme enabled the initial assessment for microplastics in surface water to be conducted. This was published in Scotland’s Marine Assessment 2020, which can be viewed at

As referenced in the answer to question S6W-24462 on 16 January 2024, the 2022-23 data is currently undergoing quality control and processing. Once the 2023-24 data collection season has concluded, the processing will commence on the data for the whole season. Data from both these years will be published once processed.

Scottish Water develops appraisals on an ongoing basis, prioritising based on the risks to water supply. Scottish Water currently has plans to appraise seven systems, supplying a population of over 1 million people, over the next 3 years. As and when these appraisals are complete they are shared with regulators and stakeholders.

The investment programme is dynamic and regularly reviewed and prioritised as circumstances change; as such there is no conclusion to the overall process, only for individual systems.

CalMac have confirmed they do not distinguish between fuel type when carrying vehicles on vessels.

The following table shows the current, maximum number of cars that each current and planned vessel can carry:

Scottish Water faces many technical challenges providing drought resilience compared to England and Wales. Due to the geography of Scotland, and population spread, Scottish Water operates many more water resource zones and has less connectivity between zones as is the case in the rest of the UK.

Despite the challenges, Scottish Water currently plans to maintain supplies through the worst historic drought, using fixed assets and drought plan contingencies which are broadly the equivalent of a 1 in 150 year return period. Scottish Water is looking to develop processes to move toward assessing drought risk to a 1 in 500 worst plausible drought level, which is similar to companies in England and Wales.

Drought has historically been more prevalent in England, however, the climate emergency means that drought is becoming more common and more severe in Scotland, hence our developing processes. Our water, wastewater and drainage policy consultation ( ) seeks views on how Scotland should adapt.
