To ask the Scottish Executive whether budget and resources will be made available in addition to the 拢15 million identified for the Home Insulation Scheme for publicity and promotion聽of the scheme聽and, if so, to what value.
Answer
The bulk of the publicity and promotion costs of the scheme are expected to be met from within the 拢15 million of Scottish Government funding allocated to the first phase of this scheme. Some complementary investment for these purposes may also be contributed by partners.

To ask the Scottish Executive what proportion of the 拢15 million allocated to the Home Insulation Scheme will be spent on (a) insulation materials, (b) labour costs to install insulation, (c) publicity and promotion and (d) administration.

To ask the Scottish Executive whether measures and safeguards will be put in place to ensure that the external partners selected to help deliver the Home Insulation Scheme are based in Scotland and employ Scottish workers and, if so, what these are.
Answer
We recognise the importance of the point being raised. This project will be managed by the Energy Saving Trust from its offices in Scotland. While based in Scotland, as part of its policies on equal opportunities the Energy Saving Trust employs both Scottish workers and those of other nationalities. In relation to other external partners, we will aim to ensure that best practice procurement is followed.
