To ask the Scottish Executive, further to the answer to question S3W-32260 by Michael Russell on 18 March 2010, whether it will list the (a) students, (b) student leaders, (c) university principals, (d) unions and (e) members of the entire stakeholder community with which alternative approaches to university funding have been discussed since the publication of its news release on 6 March 2010, Tuition fees not on the agenda.
Answer
The initial, private, exploratory meetings were set up under Chatham House rules, to inform the development of government policy. Our ability to set up future meetings on such a basis could be compromised if we were to release details. We are therefore not prepared to do so.

Action to address the issue of job reductions at any of Scotland''s autonomous, independent universities is a matter for the institution concerned, not Scottish ministers.

To ask the Scottish Executive when the business case for a new Glenwood Health Centre in Glenrothes will be approved by ministers.
Answer
The Glenwood Health Centre Initial Agreement was submitted to Scottish Government for initial comment on 30 March 2010. This document was approved by the NHS Fife Board''s Finance and Resources Committee at its meeting on the same day.
Formal approval to the Initial Agreement by Fife NHS Board is anticipated at its meeting on 27 April 2010.
The Initial Agreement will be formally considered by the Scottish Government''s Capital Investment Group at its meeting on 26 May 2010.

To ask the Scottish Executive whether it has submitted a response to the consultation on the draft Merchant Shipping (Ship-to-Ship Transfer) Regulations 2010 and, if so, whether it will publish its response.
Answer
I have written to the UK Government, supporting proposals by the Maritime and Coastguard Agency to make regulations covering the ship-to-ship transfer of oil cargoes within the United Kingdom''s internal waters and territorial seas. At the same time I made clear my view that Scottish ministers should be responsible for oil transfer in Scottish waters.
Separately, my officials have submitted a detailed response to the Maritime and Coastguard Agency.
Copies of both letters have been placed in the Scottish Parliament Information Centre (Bib. numbers 50544 and 50545).

Answer
As the news release makes clear, I will be talking and listening to students, student leaders, university principals, unions and the entire stakeholder community about what we might do in Scotland to provide a long term and sustainable funding solution “ an appropriate Scottish solution “ to funding universities in the future.
