To ask the Scottish Executive when each of the Scottish Fisheries Protection Agency's vessels will enter dry dock for maintenance.
Answer
Dry-docking for maintenance purposes is carried out on an annual basis. In this financial year Norna dry-docked on 9聽October and Sulisker on 1 November. Vigilant and Westra will dry-dock on 16聽January and 25聽February respectively.

To ask the Scottish Executive how much it will cost for each of the Scottish Fisheries Protection Agency's vessels to be entered into dry dock for maintenance.
Answer
The bids submitted by contractors on a commercial basis are confidential but can be in a range of 拢40,000 to 拢70,000 per vessel, depending on the specific works required.

Answer
No single company holds such a contract. The refit works on each of the agency's vessels is subject to competitive tender annually.

To ask the Scottish Executive what action is being taken to reduce the number of female prisoners.
Answer
In view of the Executive's concerns over the problem of women's offending, we set up a Ministerial Group, which I chair, to tackle this specific issue. The group is looking at a range of measures to encourage the appropriate use of alternatives to custody for female offenders. The group is due to complete its work in December and will report shortly after.

To ask the Scottish Executive when detailed guidance will be issued on the revenue fund costs to local authorities of the transitional housing benefit scheme under the Supporting People regime to be introduced in 2003.
Answer
The transitional housing benefit scheme will continue until April 2003 but it is hoped to provide local authorities with an indication of how much will be available to them for Supporting People by the end of 2002.

To ask the Scottish Executive what replacement funding will be provided to organisations following the conclusion of the Social Inclusion Partnership Initiative.
Answer
Following our recent decision to extend the life of the nine Social Inclusion Partnerships (SIPs) who were former Regeneration Programmes and five other SIPs, no SIPs now have designations due to expire before 31 March 2004. It would be premature to prejudge at this stage the circumstances that might apply in 2004 and beyond.

To ask the Scottish Executive when it will publish details of the additional resources to be made available to local authorities to enable them to implement their new responsibilities under the Housing (Scotland) Act 2001, particularly regarding the nature of the funding, the timescale for disbursement and the method of allocation.
Answer
We are providing 拢10 million to help local authorities and registered social landlords implement the new Scottish secure tenancy, 拢27 million to help local authorities implement the homelessness provisions in the Act, 拢4.5m to help local authorities and registered social landlords implement the tenant participation provisions and up to 拢4.5m to help local authorities develop local housing strategies. Details of the Social Justice Committee budget, including the proposed expenditure linked to the implementation of the Housing Act, have recently been provided to the Social Justice Committee and are available on the Parliamentary website.
Funding will be provided as grant aid and linked to the specific purposes for which the funding is being made available. The detailed arrangements for the allocation of this funding are currently under discussion.
