The information requested isnot held centrally. The commitment to publish a National Mental Health DeliveryPlan this year will include consideration of how we set targets for mental health services and how weperformance manage and measure progress.

Phase One of the review examinedthe existing tolling structures, including the impact of tolls and the way in whichpotential changes to tolls could help achieve the Scottish Executive’s environmental and economicobjectives of reducing pollution and congestion. Phase Two included an examinationof the broader issues relating to the management, operation and maintenance of thetolled bridges, including an assessment of how the tolled bridges relate to thenew regional and national transport arrangements.

Only a small number of responsesto the public consultation on Phase Two of the review raised concerns about thecosts of tolls to the Scottish economy. Since the announcement of the review outcomeson 1 March 2006, a number of members and local authorities have voiced concernsabout the impact of tolls on the economies of Fife and Dundee. We are committedto examining the economic, social and environmental impact and cost of retainingor removing tolls from the Tay and Forth bridges, in response to these concerns. This new workwill focus on these issues, rather than the more strategic work undertaken to date.

Whether a local authority wasbreaching its statutory duties in operating a waiting list would depend on the circumstancesof the case. Waiting lists may be an appropriate way of managing access to services,provided that they are actively managed and that local authorities make some provisionto meet the person’s needs in the short-term and provide a more satisfactory solutionin the longer term.

I will notify the Convener of the Health Committee, which is conducting an inquiry into these and related issues,once discussions with COSLA have concluded.

Our discussions with local authoritieson the operation of free personal care will continue as part of our current policyevaluation and while we consider its implications with all relevant stakeholders.Local authorities are represented on the reference group overseeing this evaluation.We will decide nearer that time how best to communicate the outcomes to the Parliamentand other interested parties.
