To ask the Scottish Government what each Highlands and Islands ambulance station's response time was for (a) category A and (b) all emergencies in each of the last 12 months.

The information requested is not held centrally by the Scottish Government, this is an operational matter for the Scottish Ambulance Service. However, related performance information held by the Scottish Government is set out below.

In 2011-12, the national response time target for category A calls (life threatening) across mainland Scotland was that 75% of all incidents should be reached within 8 minutes. The Scottish Ambulance Service reached 73% of category A incidents within 8 minutes across mainland Scotland. Within that, the performance achieved was 69.2% for the NHS Highland area. There is no all emergency target for mainland Scotland for the Scottish Ambulance Service, however the average response time for all emergency incidents was 9.2 minutes across all of Scotland and 9.7 minutes for the NHS Highland area.

In 2011-12, the national response time target for the island boards was that 55% of all emergency incidents should be reached within eight minutes. Performance for the year was 54.5%.

Both the Scottish Government and the Scottish Ambulance Service are committed to driving continuous improvement in the care provided to patients. A range of annually agreed targets are the subject of on-going performance management, including the public annual review meeting. The Scottish Ambulance Service is required to account publically for the level of performance it achieves each year through a published annual report.

To ask the Scottish Government for how many dropped shifts per Highlands and Islands ambulance station a risk assessment has been carried out in the last 12 months.

To ask the Scottish Government how many shifts per Highlands and Islands ambulance station have been (a) delivered by single crewed ambulances and (b) dropped in the last 12 months.

The information requested is not held centrally, this is an operational matter for the Scottish Ambulance Service.

However, across Scotland the Scottish Ambulance Service have advised that total incidence of single crewing for July to September 2012 (inclusive) were 516 shifts, representing 1.1% of all shifts that were rostered to be double crewed. Of that total, some of the instances of single crewing occurred due to exceptional circumstances. Exceptional circumstances might, for example, include short notice sickness absence or weather/travel disruption, meaning someone cannot arrive for their shift. Excluding these, the figure for single crewed shifts under non-exceptional circumstances was 0.9% across Scotland.

For the North Division of the Scottish Ambulance Service, which includes the areas covered by NHS Highland, NHS Grampian, NHS Orkney, NHS Western Isles and NHS Shetland, total incidence of single crewing for July to September 2012 (inclusive) were 168 shifts, representing 1.4% of all shifts that were rostered to be double crewed. Of that total, some of the instances of single crewing occurred due to exceptional circumstances. Excluding these, the figure for single crewed shifts under non-exceptional circumstances was 1.3% across the North operating division.

To ask the Scottish Government how much it pays the Scottish Council for Development and Industry to administer the cities strategy and whether it will provide a breakdown of the administrative costs.

The Scottish Council for Development of Industry (SCDI) was instrumental in bringing together the cities initially and the cities considered that it would be helpful if the SCDI had an ongoing role in facilitating the Scottish Cities Alliance. SCDI provides the Alliance with independent strategic facilitation. In addition, cities considered that it would be helpful if SCDI had some dedicated capacity to support the delivery of the Alliance’s aims and each city has contributed to this. The Scottish Government has matched the funding provided by the cities with a contribution of £90k (inclusive of VAT) during 2011-12.

The funding supports two dedicated posts and the costs of operational delivery.

The SCDI role includes:

Support to and facilitation of the work of the delivery group and action teams to deliver their objectives as agreed by the leadership group;
Engagement of wider stakeholders across the private sector;
Delivery of a programme of strategic events/forums to further the cities agenda; and
Alignment and collaboration with other relevant stakeholders such as the core cities (in England) and the C40 group of cities (which are a Global group).

To ask the Scottish Government whether it has considered the recommendation by the Transport, Infrastructure and Climate Change Committee in 2010 that "should funds from the UK policies for reducing emissions from the homes and communities sector prove inadequate, the Scottish Government should provide additional alternative funding to ensure that energy efficiency targets in this sector are achievable"’ in its consideration of the 2013-14 draft budget, and what the reasons are for its position on this matter.

In considering the 2013-14 draft budget, the Scottish Government has sought to maximise the funds available to meet its fuel poverty, energy efficiency and emission reduction targets, within the limited powers it currently holds. The Scottish Government is investing £250 million over the Spending Review to tackle fuel poverty, reduce carbon emissions and support jobs. This includes £65m per annum to support a National Retrofit Programme which will lever in significant additional funding from energy companies’ regulatory obligations, yielding around £200m per annum to improve the energy efficiency of Scotland’s homes and tackle fuel poverty. This is also in line with the recommendations of the Energy, Enterprise and Tourism Committee report into fuel poverty in February 2012 and can be contrasted with the UK Government which will cease direct funding to tackle fuel poverty in England altogether from 2013-14.
