To ask the Scottish Government, further to the statement by the Cabinet Secretary for Finance and the Constitution on 12 September 2017 (Official Report, c. 49), how many non-domestic rates overpayments have there been in each year since 1999 and what the average time has been to refund these, broken down by local authority.

The Scottish Government does not hold this information. The administrative processes in relation to non-domestic rates overpayments is entirely the responsibility of local authorities.

To ask the Scottish Government when the Cabinet last discussed full fiscal autonomy, and what work it has carried out regarding this issue in the last 12 months.
Answer
The September 2017 Programme for Government includes a commitment to “explore how responsibility for a broader range of taxes would enable the Scottish Parliament to take more balanced budget decisions, grow the economy and tackle poverty more effectively.” The Programme for Government was discussed and approved by Cabinet prior to publication.

Further detail on this and the other Barclay review recommendations I confirmed were accepted in my statement to Parliament on 12 September 2017 will be published in an implementation plan by the end of this year.

To ask the Scottish Government, further to the statement by the Cabinet Secretary for Finance and the Constitution on 12 September 2017 (Official Report, c. 49), how much the new relief for day nurseries will cost in each of the next four years, and how many (a) properties and (b) businesses it expects will apply.
Answer
It is estimated that that the new relief for day nurseries will cost around £7 million per year. More detail on this and the other measures announced in my statement to Parliament on 12 September 2017 will be published in an implementation plan by the end of this year.

To ask the Scottish Government when waiting times for orthopaedic services in NHS Greater Glasgow and Clyde will be reduced.
Answer
I recognise some patients are experience long waits, that is why I have made £50 million available to NHSScotland - with up to £11.2 million being made available to NHS Greater Glasgow and Clyde. This additional funding will build up their capacity and make sure that all patients are seen and treated in a timely fashion including in the specialty of orthopaedics. I expect to see improvements between now and the end of March next year.

To ask the Scottish Government (a) on what dates and (b) where it has met Benny Higgins.
Answer
Scottish Government officials have engaged in discussions with Benny Higgins regarding a Scottish National Investment Bank via telephone calls on 22 August, 29 August, 8 September and held face to face meetings on 1 September and 22 September, both in Edinburgh.
I met with Benny Higgins on 21 September 2017. The First Minister met with Mr Higgins on 27 September to discuss implementation planning to create a Scottish National Investment Bank. Both these meetings took place at the Scottish Parliament.
