To ask the Scottish Government whether the topic of Scottish independence was discussed in the meeting between the First Minister and the President of the European Commission on 26 July 2025.

The First Minister met President Von der Leyen in Scotland on 26 July.

They discussed transatlantic trade talks, the current state of the UK/EU relationship, the UK/EU Summit held in May 2025, energy cooperation and Scotland’s potential as a centre for renewable energy production, Gaza and Ukraine.

President Von der Leyen noted that the visits of European leaders and the US President provided a wonderful opportunity to showcase Scotland to the world.

To ask the Scottish Government how much it has allocated to fund scholarships for foreign nationals in (a) higher and (b) further education in each year since 2016.

As scholarships in Scotland are primarily funded and managed by institutions themselves, the Scottish Government does not hold all the information that has been requested.

The Scottish Government has however provided funding towards a number of scholarship programmes for foreign nationals, between 2016 and 2025 including:

To ask the Scottish Government how many individual scholarships for foreign nationals it has funded in (a) higher and (b) further education in each year since 2016, broken down by each individual's country of origin.

The Scottish Government recognises the benefits of international higher education for students, staff and researchers. Our International Education Strategy, published in 2024, sets out the approach that we are taking to attract international students and increase opportunities for student mobility including through the Scottish Education Exchange Programme.

Scholarships provide financial support to help students undertake education at undergraduate and postgraduate level, making education more accessible. International students, that is foreign nationals who temporarily travel to Scotland for education, may apply for scholarships via Scottish universities and colleges.

As scholarships in Scotland are primarily funded and managed by institutions themselves, the Scottish Government does not hold all the information that has been requested.

Since 2016, the Scottish Government has provided funding towards a number of International Development scholarship programmes. Additionally, between 2009 and 2023, the Scottish Government supported the Scottish Saltire Scholarship programme aimed at raising the profile of Scotland as a place to live, work and study for international students.

To ask the Scottish Government how many young people have been matched with an adopter via Scotland’s Adoption Register in each year since 2021.

The Scottish Government does not hold this information.

(SAR) publishes quarterly statistics and annual reports on the number of matches of children and young people with adoptive parents through SAR on their .

Their for 2024-2025, shows that, through SAR, there were 81 matches of children and young people with adoptive parents in 2020-2021, 71 matches in 2021-2022, 61 matches in 2022-2023, 62 matches in 2023-2024, and 35 matches in 2024-2025. SAR does not publish data on matches by age group.

To ask the Scottish Government how many people resident in Scotland have received NHS treatment in the rest of the UK in each year since 2021.

The following table shows the total number of admissions across England, Wales and Northern Ireland for patients normally residing in Scotland, for each financial year since 2021 where complete data is available. Consideration should be given to the impact of the COVID-19 pandemic when interpreting these data.

The total admissions includes emergency and elective admission episodes. Admissions do not represent the number of patients, as a person may have more than one admission within the period. The figures have been rounded to the nearest 5.

To ask the Scottish Government, further to the answer to question S6W-14790 by Keith Brown on 23 February 2023, how many (a) incidents of and (b) emergency service callouts for mountaineering accidents there were in each year since 2021.

Each year the Scottish Government receives a copy of the Scottish Mountain Rescue (SMR) Annual Review which includes the total number of mountaineering incidents and callouts involving the 25 volunteer teams and 3 Police Scotland teams that are affiliated with SMR. The collated information from the reports for each year since 2021, where available, is provided in the following table:

To ask the Scottish Government what the current backlog is of title holders who are awaiting copies of their title deeds from the Registers of Scotland, and how this compares with the previous year.

Registers of Scotland is a non-Ministerial Public Body answerable to the Scottish Parliament.

As of 12 August 2025, Registers of Scotland (RoS) had 59,655 dispositions undergoing registration as compared with 68,894 a year prior, representing a c13% reduction (9,239) year on year. In financial year 2024-25 RoS dealt with over 558k applications to the Land Register , 93% of which were completed within 35 days.

The process of registration in the Land Register involves digital copies of title deeds being sent to the Keeper who then updates the Land Register (LR). The applicant retains the original deeds. The legal effect of registration stems from the date the Keeper receives the application and not from the date when the updates are completed.
