Analysis of the responses to the 2020 Health and Social Care Staff Wellbeing Survey, by protected characteristics, was completed in 2021. The results did not show any significant differences in the wellbeing of staff from under-represented groups, compared to other groups of staff and compared to the general well-being of under-represented groups in the general population.

Demographic questions, including on ethnicity were included in the 2021 and 2022 iMatter Health and Social Care Staff Experience Continuous Improvement Model questionnaires for the first time.

The demographic analysis is scheduled to be available later this year. This will allow Health Boards to put action plans in place to deliver improvements, where needed, for under-represented groups.

The demographic questions replicate the 2022 Scottish Census questions, meaning that direct comparisons of the workforce to the population can be made.’

Scotland has some of the strongest homelessness legislation in the world and all local authorities have a legal duty to provide support to anyone at risk of homelessness, including veterans.

Preventing homelessness from happening in the first place is the best and most effective way to end homelessness. That is why, we commissioned the Veterans Scotland Housing Group to develop specific strategies to prevent homelessness for veterans. Their report was published in January 2022. We have accepted the 24 recommendations in principle and are engaging with partners on next steps.

Additionally, we continue to support the charity Housing Options Scotland to provide its Military Matters project, helping veterans and serving members of the Armed Forces to find the right home in the right place. The Scottish Government website also hosts a guide containing housing in Scotland information and contacts of organisations who may be able to help veterans obtain housing suitable for their needs.

The Scottish Government has engaged directly with representatives from NHS Boards and Health and Social Care Partnerships to develop, deliver and subsequently assess workforce, finance and service plans in 2022-23. As part of the planning process, health boards were set workforce priorities in connection with their Annual Delivery Plan. Further, Scottish Government guidance on the production of three-year workforce plans, issued in April 2022, set out expressly how and where medium-term workforce planning should be directly aligned with financial and service planning priorities, taking into account assessments of changing service demand and relevant financial/budgetary forecasting.

In relation to veterans healthcare, the Scottish Government has developed a scheme to help General Practices to identify and recognise the circumstances of veterans and their families . This is currently in the pilot phase of the programme.

In addition, the application form for Adult Disability Payment asks clients about their possible entitlement to Armed Forces Independence Payment, War Pensioners’ Mobility Supplement and War Pension Constant Attendance Allowance. Where appropriate, clients are then directed to Veterans UK for further advice.

We are also engaging with Scotland’s Housing Network’s Local Housing Strategy Group to encourage local authorities to identify the housing needs of the veterans and Armed Forces community. This will include local authorities sharing examples of best practice.

Finally, during 2022, the Scottish Government supported the UK Government work to undertake a scoping study for provision of digital verification of veteran status and contributed to the project’s Discovery Phase. We will continue to support the work as it progresses which will make it easier for all veterans to identify as such when accessing services and support.

Since its inception in 2014, the annual budget for the Commissioner’s office has been £250,000. This is funded by the Scottish Government and covers the Commissioner’s remuneration, support staff, office and IT requirements and general running costs. The draft budget published on 15 December proposed increasing this to £280,000 in Financial Year 2023-24.

The UK Government has since funded the appointments of the UK Independent Veterans Advisor and the Wales and Northern Ireland Veterans Commissioners for which the Scottish Government do not receive any Barnett Consequentials.

We use a range of measures to monitor the wellbeing of the workforce taking into account the diverse nature of the workforce operating in a range of roles and geographies, the broad spectrum of wellbeing needs at both a professional and personal level and different reporting arrangements across sectors. Our approach reflects a combination of the following measures; the annual iMatter survey, feedback from local and national staffside and other stakeholder channels, academic research, data collected by regulators and partners and evaluation of nationally-led initiatives. In addition, the Wellbeing Champions Network is now well-established to provide feedback on areas of priority need, and to share best practice across health, social care and social work organisations.

We are continuing to work with leaders across health, social care and social work, as well as hearing directly from staff, to understand where the current pressures are, and what further actions can be taken to mitigate their impact on staff. We are working on a range of local initiatives designed to meet the basic and practical needs of staff, and their teams. This includes access to quiet spaces to support health and wellbeing, and the installation of lockers.

When the Connecting Scotland programme first launched, its early aims were to support people shielding or vulnerable to Covid-19. This allowed for devices, connectivity and skills to be provided alongside guidance and information on how to access health and care services such as Near Me video appointments or finding information on NHS Inform.

Our digital in care homes programme was launched to complement Connecting Scotland and saw over 75% of all adult and children's care homes in Scotland take up the offer of digital devices, data packages and skills. These homes cover over 90% of all residents in Scotland with devices being used to help residents to remain connected to friends and family and to access key services such as the NHS.

The Scottish Government have set out plans in the to launch a new digital inclusion in health and care programme by March 2022 that will look to support people in housing and mental health with greater access to services.

Connecting Scotland is also working closely with the Digital Lifelines team to identify opportunities and further enhance digital services to support people with multiple and complex digital needs. The digital lifeline programme aims to connect individuals and support services to prevent drug related deaths, or reducing the risk of harm.

The Connecting Scotland programme aims to ensure that people in Scotland have access to digital services by providing them with opportunities to access and utilise devices, connectivity, skills, and support effectively. To date, the Scottish Government has committed over £48m to Connecting Scotland, through the Programme for Government and Winter Package for Social Support.
