Since October 2022, Scottish Government has funded the third sector organisation RNID to deliver its ‘Near You’ scheme in partnership with the NHS. The service provides hearing aid maintenance and support, access to information and advice as well as early detection and prevention. The scheme is currently operational across 5 hub areas – Greater Glasgow and Clyde, Scottish Borders, Shetland, Lothians and Fife and is facilitated by locally recruited staff and trained volunteers.

Partnerships provide domiciliary care in care homes as well as forging links with other third sector organisations to maximise attendance and support provided. Regular monitoring of this service is undertaken to assess demand and savings including in clinical hours and patient travel.

The Scottish Government expects all NHS Boards to provide maternity services that are delivered as close to home as practicable and to offer a full range of birth place options within their region. Service planning and delivery is the responsibility of NHS Boards and it is important that these services are safe, sustainable and meet the needs of local populations.

At a national level, we continue to take forward work to address the challenges faced by maternity services in rural and island NHS Board areas. We are improving the delivery of maternity services in rural areas through initiatives such as implementation of The Best Start and the introduction of continuity of carer; the development of community hubs, and the increased use of Near Me, that allows for remote consultations and appointments where appropriate. We particularly recognise the importance of patient transport and this remains a priority for the Scottish Perinatal Network (SPN), with work commencing to develop guidance on Remote & Rural Intrapartum Transfers. In addition, we continue to support work in Grampian to return obstetric maternity services to Dr Gray's Hospital.

The Scottish Government provides the policies, frameworks and resources for high quality healthcare, and it is for each individual NHS Board to decide how best to utilise funding, to meet local health needs. Over the last five years, the number of Allied Health Professionals (AHP’s) across Scotland have increased by 17.8% including a 20.6% increase in Physiotherapists as at June 2024.

The Scottish Government does not centrally collect data on waiting times for accessing end-of-life care services across Scotland. Referral to specialist palliative care services for people living with serious health conditions and/or those who require specialist palliative care when they are dying is based on individualised needs assessments.

As a wide range of specialist and generalist staff in hospitals, care homes, primary care, social care, hospices and the third sector will be involved in providing palliative care to individuals and their families, and could all be considered as delivering palliative care, it would be challenging to gather this data centrally.

It remains the ambition of the Scottish Government to deliver a National Low Vision Service. This would deliver a range of services to people with visual impairment including both the provision of assistive technology and support for the use of technology already openly available (e.g. applications available for download/use on a smartphone/tablet). The Scottish Government is unable to take this forward at the present time due to financial constraints.

There is no definition of, and thus no data collected for, waiting times for community optometry services, whether urban or rural.

However, we are working closely with the three island Health Boards to resolve some local access issues.

The Scottish Government has not received correspondence with regards waiting times in Aberdeenshire.

The Scottish Government remains fully committed to tackling food insecurity which can contribute to health inequalities. No one in Scotland should have to compromise on food or other essentials.

Food insecurity is driven by insufficient and insecure household income, which is why we continue to call on the UK Government to deliver an Essentials Guarantee to ensure people have enough money to meet their basic needs, which the Joseph Rowntree Foundation estimate could lift 140,000 people in Scotland out of poverty this year.

Scotland is the first nation in the UK to publish a Cash-First Plan, grounded in human rights, that works towards ending the need for food banks in Scotland. Through “”, we are taking forward nine actions over three years, 2023-2026, to improve the response to crisis, using a Cash-First approach so that fewer people need to turn to food parcels. The Trussell Trust and the Independent Food Aid Network agree with our approach.

We recognise the pressure on household budgets which is why the 2025-26 draft budget continues to allocate over £3 billion a year to policies which tackle poverty and the cost of living.

Over the counter medicines for common illnesses can be provided through the NHS Pharmacy First Scotland service, may be prescribed, or may be purchased from community pharmacies, other retailers and online.

Public Health Scotland (PHS) publishes reports on prescribing and dispensing of NHS prescriptions dispensed in the community. These reports include prescribed items as well as those that have been provided via Pharmacy First. The most recent Pharmacy First publication can be found online at .

Additionally, the most recent open data on Prescriptions in the Community contains dispenser level data which can be filtered for the relevant rural/urban locations and medicines if required. It can be found online at Data about medicines that have been purchased by individuals is not collected by the Scottish Government or PHS.

In terms of general availability of medicines, shortages can occur at a local, regional, national, or global level. When supply issues relating to individual medicines or devices arise, that information is shared by NHS Scotland with the relevant networks within the service to help prescribers and dispensers meet patients’ on-going medical needs. The NHS Scotland Prescribing Advisers’ Network provides support to prescribers on the use of alternative products.

The pricing and supply of medicines, including the management of medicine shortages, is a reserved matter for the UK Government, and Scottish Government policy officials continue to engage with them to find lasting solutions to minimise the impact of medicine shortages.

The Scottish Wildfire Forum, which is chaired by the Scottish Fire and Rescue Service, includes Local Authorities, Regional Resilience Partnerships and other Agencies as members to assess wildfire risks and consider what mitigating actions might be taken.

The aim of the forum is to develop and communicate strategic wildfire protection and prevention initiatives to stakeholders and the wider community. Alongside the Forum, the Scottish Fire and Rescue Service continue to work closely with land managers and local communities prevent wildfires occurring. Scottish Forestry also actively seeks to promote awareness of wildfire management practice through working with partners on the Forum.

Scottish Forestry also led the 2023 review of the UK Forestry Standard (UKFS) (2023) - the Government’s reference standard for sustainable forest management. The UKFS Practice Guide focusses on reducing the likelihood of wildfires occurring, reducing the severity of damage and impacts on people and the environment if they do occur, and assisting with fire suppression activities.

The supports forest owners, planners, and managers in Scotland to implement Practice Guide 22 in a Scottish context, to understand the wildfire risk to the forests they manage, and how to reduce this risk through good practice in forest design and planning.

Work is also ongoing within the National Parks to address the risk and impact of wildfires. Following a consultation the Cairngorms Park Authority board agreed on in June 2024 to develop a seasonal fire management byelaw, which would last from 1 April to 30 September each year to reduce the risk of ignition of wildfires.

Both the CNPA and Loch Lomond and the Trossachs National Park Authority (LLTNPA) also engage with key stakeholders through Visit Scotland’s Visitor Management Strategy Group Visitor Management: Scotland's Plan & Objectives | VisitScotland.org to develop messaging around visitor related fires.

The Wildlife Management and Muirburn (Scotland) Act 2024 introduced new legislation including a new licensing scheme which will require that all practitioners of muirburn need to have completed appropriate training. Poorly managed muirburn can increase the risk of uncontrolled wildfire. However, undertaken properly, muirburn can be an important tool in managing fuel loads and so reducing the risk and intensity of wildfires. NatureScot, who are implementing these new measures, are currently consulting with relevant stakeholders, including land management organisations.

With regards to funding, the Scottish Fire and Rescue Service’s (SFRS) wildfire strategy was launched in 2023 and is supported by a planned spend of around £1.6 million over the course of three years. The strategy considers the increased risk of wildfire and changing climate in Scotland; the latest developments in wildfire management, training, and operational procedures; and the advances in technology that have been made in PPE and equipment. The Scottish Government does not hold details of relevant spending by the CNPA, LLTNPA, or local authorities.
