There are currently no part-time forensic pathologists based in Aberdeen. There was one based in Aberdeen until 20 November 2024.

The average turnaround times for a non-suspicious post mortem to take place - measured from the later of the date of instruction from COPFS or the date the deceased is admitted to the designated mortuary to the date the post mortem takes place – is detailed in the following table:

There is adequate capacity for conducting routine post mortem examinations in Aberdeen. Locum pathologists are instructed each week to ensure that post mortems are conducted within the target turnaround time of five working days from the later of the Crown instruction or the deceased being admitted to the mortuary.

COPFS has spent £19,485.37 on locum forensic pathologists in Aberdeen since April 2024.

COPFS recorded an increase of more than 40% in the number of deaths reported compared to pre-pandemic figures.

However, I am not aware of any significant impact on the availability or scheduling of post mortem examinations in Aberdeen.

COPFS work closely with the mortuary team and locum pathologists to ensure that post mortem examinations taking place in Aberdeen are completed within the target turnaround time in the majority of cases. Regular performance updates are provided to COPFS and stakeholders work collaboratively to address any performance issues.

All post mortems are completed by experienced NHS consultant pathologists following the Royal College of Pathologist guidance and standards.

COPFS is not responsible for training or recruiting Crown-instructed pathologists.

However, there are currently four forensic pathologist training posts in Scotland and three of those are filled – one in Glasgow and two in Edinburgh. There is currently no capacity elsewhere in Scotland to fill the fourth training post.

Forensic Pathologists are not automatically deployed at the conclusion of their training. There must be a post available with a service provider and Forensic Pathologists need to apply through normal recruitment processes.

COPFS’ case management database does not recognise the category of death of ‘industrial accident’. In order to identify deaths which may fall into this category, each of the 576 Crown-instructed post mortem examinations which were performed in Aberdeen in 2023-24 would require to be reviewed.

COPFS is the client and receiver of pathology services in Scotland and is not responsible for the training of pathologists.

The forensic histopathology training programme is delivered by the NHS, following Royal College of Pathologists curriculum and in conjunction with forensic pathology service providers at NHS sites across Scotland. There are four training positions within the NHS in Scotland. Training and retention are a matter for the NHS and pathology service providers.

However, COPFS encourages the training and development of Forensic Pathology trainees in Scotland by providing exposure to Crown-instructed post mortems as part of the training programme with the assistance of service providers. As part of the training programme, Forensic Pathology trainees are encouraged to attend court to experience the court system and the methods used to obtain evidence from professional witnesses.

COPFS has provided an awareness session to paediatric pathologists in Scotland led by a senior Advocate Depute and will consider further sessions in the future.

All locum pathologists used to cover non-suspicious Crown-instructed post mortems in Aberdeen are NHS consultants with significant experience of conducting examinations. Prior to being instructed by the Crown, each locum pathologist is interviewed by COPFS officials and an experienced Forensic Pathologist to confirm that they have the appropriate skills and experience to take on the role.

There are no identified quality issues with the post mortem examinations being carried out by locum pathologists in Aberdeen.
