Our clear preference would be for people to move into housing as soon as possible, however due to the speed and size of the evacuation we recognise that the use of temporary hotel accommodation was necessary. Refugee resettlement and relocation are UK Government schemes and the Home Office is responsible for the sourcing of hotels to accommodate people.

There are currently 6 hotels located in Scotland used for bridging accommodation (2 in Edinburgh, 1 in Fife and 3 in Aberdeen). In line with the key principle of the New Scots refugee integration strategy, local authorities are working to support integration from day one of arrival in Scotland, including those within hotels.

We continue to engage with the UK Government to ensure that property offers that local authorities have already made can be matched with Afghan families as soon as possible.

We engage regularly with the UK Government about the Afghanistan Relocation and Resettlement Schemes and continue to press the UK Government to address lengthy delays in the matching process and ensure local authorities receive adequate funding.

Refugee resettlement is reserved to the UK Parliament and handled by the Home Office but Scotland remains committed to playing our part in welcoming and supporting people fleeing Afghanistan. All 32 local authorities have confirmed their participation in the Schemes.

The UK Minister for Afghan Resettlement committed to regular Four Nations discussions when she met with the Cabinet Secretary for Social Justice, Housing and Local Government in January and we look forward to further arrangements being made.

The community needs assessment process is focussed on identifying communities needs for travel.

However, the procurement process for the next CHFS contract will consider potential community benefits including employment and training opportunities .

Most recently services and ferry delivery structures in other countries have been reviewed include Norway, Canada, Australia and New Zealand. These examples will inform the development of ferries policy including in the consideration of relevant assessments and the decarbonisation of the Scottish Government ferry fleet.

The Scottish Government provides funding to local authorities through the local government funding settlement for the provision of continuing care and aftercare services, which includes provision of accommodation for care leavers. Local authorities have a statutory responsibility to provide support to eligible care leavers and it is the responsibility of each authority to decide how funds are allocated to services within their area.

The Scottish Government is working to deliver the Care Experience Grant which will provide young care experienced people age 16-25 with, additional financial support and security as they move into adulthood; and support their financial wellbeing. This £200 annual grant will benefit around 50,000 young people. Officials are currently engaging with stakeholders and potential partners to identity the best delivery mechanism for the Grant.

In 2021-22 the Scottish Government distributed over £12 million to support the provision of free welfare and debt advice. This vital funding ensures that people who are struggling the most can access the support they need in a way that works for them – be it face to face, online or over the phone. Care leavers and individuals with care experience can access this advice.

Additionally, eligible care leavers can request aftercare from the local authority who had responsibility for providing their care. Aftercare support can include: financial support to meet essential accommodation and maintenance costs, such as travel and other necessary living expenses; information or advice.

The Scottish Government announced investment of £580m in ports and vessels to support and improve Scotland’s ferry services, as part of our wider five year Infrastructure Investment Plan, in February 2021. This investment is in addition to the delivery of MV Glen Sannox and Hull 801 which are currently under construction at Ferguson Marine Port Glasgow.

On new vessel procurement, Caledonian Maritime Assets Limited (CMAL) has progressed two projects. The most advanced of these is the Islay vessel procurement. CMAL is currently assessing bids submitted by the four shipyards who met the initial assessment criteria. The contract award is expected to be made by the end of March 2022, subject to agreeing suitable terms, with anticipated vessel delivery dates around late 2024 for vessel 1 and early to mid 2025 for vessel 2. The second vessels project, which is currently at its early stages, is phase one of the Small Vessel Replacement Programme (SVRP), considering up to seven new vessels for Clyde and Hebrides services. Design development is underway with potential vessel delivery from late 2025.

A number of infrastructure upgrade projects are currently in the design and construction stages to support the arrival of new tonnage to the fleet and the associated cascade redeployment impact of these new vessels. For example, infrastructure upgrade works at Uig (Skye) will replace life expired infrastructure and improve the capacity, reliability and resilience for the longer term benefit of the Skye Triangle routes; and works are well underway at Troon to facilitate the use of the port during the construction period at Ardrossan and to allow its use as an alternative mainland port during any periods of disruption on the network.

I include a list of “Live projects” below with expected completion dates currently ranging between 2023 to 2028. All completion dates for these and any future projects remain subject to funding; procurement and contractor award. Some projects also may feel the impact on any changes to the Vessel procurement programmes and any subsequent associated vessel cascades.

The Scottish Government does not currently have infrastructure or vessel design contracts with either company; Mott MacDonald or BMT; that is overseen or is directly managed by Transport Scotland, however both companies are used by Caledonian Maritime Assets Limited (CMAL) as part of their Professional Consultancy Services Framework.

Caledonian Maritime Assets Limited (CMAL) awarded a £155,000 contract to international design and engineering firm BMT to provide consultancy services for the concept design of a new passenger ferry for the Gourock, Dunoon and Kilcreggan routes as part of the Gourock Dunoon Kilcreggan Infrastructure and Vessels Programme.

Following a public sector procurement process, in August 2020, CMAL appointed engineering firm Mott MacDonald to draw up high-level options for the redevelopment of Gourock harbour.

Mott MacDonald was also awarded a £1.5 million contract which covers design consultancy services for vessel enabling works at Port Ellen and Port Askaig in Islay, Kennacraig and Colonsay.
