Thanks for that. I think that Lang Banks wants to come in on this.

That is helpful. At the moment, is there a lack of awareness among SMEs not only of the need for a just transition but of how that is going to be achieved and measured?

Good morning. I am very encouraged by what Professor Skea said about going out and about and taking a place-based approach. As a Highlands and Islands MSP, I always go on about the need to ensure that the whole of Scotland is represented, so what was said about the Western Isles and going up to Shetland and Grantown-on-Spey is important and encouraging.

I have questions about the role of small and medium-sized enterprises and how they can be supported. Previous witnesses have said that there is a particular need to support SMEs and have talked about how to do that. First, there needs to be the necessary planning, but we should also ensure that there is an agreed and consistent approach to measuring carbon and quantifying the effects of reform. What is your opinion on that? How can we ensure that there is better engagement with SMEs?

Do you think that you are likely to take an approach of breaking things down into sectors as well as SMEs鈥攆or example, the seafood sector in one area, agriculture somewhere else, and retail somewhere else? How might you break that down to explore the needs most pertinently?

A lot of the questions that I was going to ask have been covered, so I will ask a follow-up question of James Close and Heather Buchanan. You have talked about the technology, the associated risk and the various stages of investment, and Colin Beattie talked about developing technologies and mentioned hydrogen. From your perspectives, are you seeing those technologies developing as quickly as you expected or would want them to? Where are they against expectations?

Ben Howarth, do you have anything to add?

I am from Orkney, where a lot of work is being done on hydrogen. It is extremely interesting and exciting, but from speaking to many people about their confidence about how hydrogen is going to fit into the grand scheme of things, I know that that is the million-dollar question鈥擨 will call it that, rather than the impossible question. The finance side is interesting. If you want to know what is going to happen with regard to an event, you ask a bookie; to find out what is going to be successful, you ask the banking sector, because they are looking to what will work. With large-scale innovations such as hydrogen, what confidence can you have that it is going to play a major role? Where do progress on that?

Heather Buchanan, I ask you the same question. I represent a region鈥攖he Highlands and Islands. How do we make sure there is a regional approach to this, and regional support?

Thanks for that, David. Is work being done to develop that kind of idea?

Good morning to the panel. I am sorry that I cannot be there in person to speak to you. It has been very interesting. I will direct my questions to the Scottish National Investment Bank. I will leave it to Mark and David to decide who is best to answer.

We have heard a lot about hydrogen during this inquiry and previously in evidence that we have taken in other areas. I am very keen to learn about where you feel that that sector will play its role. There seems to be a lack of understanding about what that physically means, which sectors hydrogen will play a role in and how it will be delivered and contracted. How does SNIB see that? How are you supporting the infrastructure side of hydrogen?
