The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of 成人快手 and committees will automatically update to show only the 成人快手 and committees which were current during that session. For example, if you select Session 1 you will be show a list of 成人快手 and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of 成人快手 and committees will update to show the information that was current at that time.

A lot of the questions that I was going to ask have been covered, so I will ask a follow-up question of James Close and Heather Buchanan. You have talked about the technology, the associated risk and the various stages of investment, and Colin Beattie talked about developing technologies and mentioned hydrogen. From your perspectives, are you seeing those technologies developing as quickly as you expected or would want them to? Where are they against expectations?

I am from Orkney, where a lot of work is being done on hydrogen. It is extremely interesting and exciting, but from speaking to many people about their confidence about how hydrogen is going to fit into the grand scheme of things, I know that that is the million-dollar question鈥擨 will call it that, rather than the impossible question. The finance side is interesting. If you want to know what is going to happen with regard to an event, you ask a bookie; to find out what is going to be successful, you ask the banking sector, because they are looking to what will work. With large-scale innovations such as hydrogen, what confidence can you have that it is going to play a major role? Where do progress on that?

That is very helpful.
This question is not particularly related to the inquiry, but I want to ask it. Obviously, we have Scottish Enterprise in today. How are you engaging on projects with Highlands and Islands Enterprise, which is my local enterprise board? Are there specific areas that you are looking at? That question is for you, David.

That is very helpful. In previous inquiries, we have thought about the move from smaller businesses out of Business Gateway into Highlands and Islands Enterprise not always being so good, so it is encouraging to hear that that is happening.
That is all from me. Thank you very much indeed for your information.

Thanks for that, David. Is work being done to develop that kind of idea?

Good morning to the panel. I am sorry that I cannot be there in person to speak to you. It has been very interesting. I will direct my questions to the Scottish National Investment Bank. I will leave it to Mark and David to decide who is best to answer.
We have heard a lot about hydrogen during this inquiry and previously in evidence that we have taken in other areas. I am very keen to learn about where you feel that that sector will play its role. There seems to be a lack of understanding about what that physically means, which sectors hydrogen will play a role in and how it will be delivered and contracted. How does SNIB see that? How are you supporting the infrastructure side of hydrogen?

That is very helpful, Mark. Thank you for that. Honesty is very welcome. What I am getting from some of the discussion is that, although the idea of using some of the power that we generate to create hydrogen is fantastic, when it comes to practical use, the vision may not be there.
You talked about demand, and identifying where the demand will be. Are you able to say where that work is happening? You say that it needs to happen. Do you know where it is happening, or are you perhaps waiting to step in if you see opportunities to provide support?

The point that I was making was about whether the infrastructure that we have at the moment is upscalable, or is there a need to consider a longer-term plan? If we want to be in this market, we must invest in new sites that are suitable for the future.

It is a brief question, convener. I could come in on the issue of hydrogen, but I will not do so, as we will probably be covering it a bit more later.
I have a question for Dominic Pritchard on infrastructure. Is there a slightly uncomfortable question that should be asked here? Are some of the facilities that we have鈥擨 am thinking of the plant in Machrihanish, which was previously Vestas鈥攕imply not suitable for the level of work that we need to be doing? I think that someone talked about eight jackets. During the North Sea oil and gas boom, there was a lot of investment in sites, particularly in my Highlands and Islands region, some of which are still available. Are some of the sites that we have鈥攕ay, at Methil鈥攔eally suitable for what we are doing, or do we need almost to relook at the issue and investigate where we can invest and essentially build factories?
