Alasdair Allan has a short supplementary question.

Subordinate Legislation

Meeting date: 2 March 2022

Finlay Carson

Failures in the laying of the first prohibition order have been highlighted to us and, subsequently, that order was changed. Do you think that that has led to a lack of trust on the part of fishermen and scientific researchers who are involved in this area in relation to how regulations are brought forward?

You also touched on the issue of the resourcing of Marine Scotland. Is the situation that we face unlikely to get better unless there is a significant increase in the resources that Marine Scotland has to ensure that policies are put in place that will deliver the sustainable fisheries and rural communities that we all want?

Our third panel consists of witnesses from environmental non-governmental organisations. I welcome to the meeting Russell Cheshire, trustee of the Community of Arran Seabed Trust; Alex Watson Crook, projects manager at the Sustainable Inshore Fisheries Trust; Calum Duncan, convener of Scottish Environment LINK’s marine group; David Nairn, from the Our Seas coalition; and Phil Taylor, head of policy and operations at the Open Seas Trust.

We have until approximately 11:55 for this session. I ask Rachael Hamilton to kick off the questioning.

I will go through the rest of the panel very briefly, but I must ask everyone to keep their answers to yes or no. It was certainly a question that you can answer in that way.

Thank you. We discussed the issue this morning and took a decision. We have heard the point three times already. Time is very short, and I do not think that the point needed to be put on the record again.

We have come to the end of the session, as there are no more questions. There will be a brief suspension until 10:30 for a changeover of witnesses.

Cabinet secretary, we thank you, as always, for your evidence and we thank the officials who accompanied you today.

That concludes the public part of our business.

It is maybe a daft-laddie question, but I do not quite understand. The secondary legislation will be put in place and the affirmative procedure will be used for Parliament to approve it. There will have been no consultation on that secondary legislation up to that point. You will consult on what needs to be in the plans only thereafter.

You will consult on what will be in the plans rather than what is likely to be in the subordinate legislation.

It is obvious that you consider the right to food to be important. On that basis, can you tell me the timescales for introducing the human rights bill? We have been consulting on the Good Food Nation (Scotland) Bill since 2006, broadly, which is a long time. Witnesses have said that it is important to bring in the right to food as quickly as possible, so it would be good to know when we will see the human rights bill.
