I will continue in that vein. Indicators for each strategic objective are very important. We are two and a half years into the plan. The indicators were supposed to be formed with Government agencies, local authorities and island communities, and they were going to be SMART鈥攕pecific, measurable, achievable, relevant and time bound. We knew certain things before we started. We knew that some of the islands had only 60 or 70 residents and that privacy would be important, but surely we should be far further down the road on fulfilling the obligation to have SMART indicators when we are more than halfway through the plan. Why are those indicators not in place?

We have two and a half years until the end of the current plan. In relation to digital connectivity, are you confident that we will get superfast broadband to everybody in island communities, along with the R100 programme and project gigabit?

On that point, have any projects been identified through the islands plan that should be paused while we wait for the outcome of the blanket proposals for HPMAs to cover 10 per cent of Scotland鈥檚 seas? The proposals would mean that some harbour improvements or investment in fishing boats and so on might come to nothing because those island communities would not be able to fish the areas around the islands in two years. Has there been consideration of projects being paused while we wait for the outcome of the consultation?
