The bill seeks to give the Government powers similar to those that were provided in 2020 to release groups of prisoners earlier than under the normal rules. Certain types of prisoners would be excluded from release. I wonder whether I could have your opinion on that policy. There are some concerns about that happening, particularly from Victim Support Scotland and Scottish Women’s Aid.

How do you respond to general concerns that the use of early release can threaten the safety of the public, and that there is general unease among the public at the thought that it will become permanent?

I was really interested in your point about using a vulnerability and human rights-based model. In your letter, you raise concerns about the conflict with the United Nations Convention on the Rights of the Child and articles 2 and 8 of the European convention on human rights, and I would highlight that Her Majesty’s Inspectorate of Prison for Scotland has raised concerns about children and young people, too. You say that you are not in favour of making the powers permanent, but would you be in favour if there were enough scrutiny of the matter?
