Net Zero, Energy and Transport Committee

Ferry Services Inquiry

Meeting date: 8 November 2022

Monica Lennon

Thank you for your further explanation of the role that fixed links could play. Does Highlands and Islands Enterprise have any estimates of or data on the potential economic impact of the construction of the type of links that you mentioned? If so, could you share that with the committee later?

Meeting date: 8 November 2022

I will move on to another question. Are there any routes where enhanced air services or fixed links might be a realistic alternative to ferries or might at least enhance ferry service provision?

I will go to Martin Johnson first because—in addition to the submissions—I am aware of activity in the press in the past 24 hours, where I understand that Highlands and Islands Enterprise has suggested that

“fed-up islanders should turn to air travelâ€

and has made a push for cheaper flights. I want to give you the chance to expand on that, because there has been a bit of media coverage. Are things so bad that your organisation has to suggest sustainable aviation as an alternative?

Before I hand back to the convener, I have another question for Rob. Martin Johnson mentioned a couple of times that some of the ferries are more than 30 years old. From a VisitScotland perspective, what impression does that make on people who are here for tourism or are travelling within Scotland? What feedback do you hear about the ferries?

That is great; thank you for that.

Peter and Rob, do you have anything to add about the role of fixed links and what sustainable aviation might look like as part of the conversation?

That is helpful. You have both mentioned safety. Helen Inkster, I do not want to get into this too much, but it is probably fair to say that, last summer, there was a bit of a safety scandal. You mentioned procurement and getting to know the vessel and understanding it, so could you explain what happened with the Pentalina and what lessons have been learned? I think that the issue relates back to an attempt to sell that vessel on to CMAL. I do not want to get that wrong, so I would like to hear your understanding.

Okay.

I declare that I am a member of the National Union of Rail, Maritime and Transport Workers parliamentary group and I am proud to be a trade unionist. I understand that the safety deficiencies were detected as a result of information that the RMT brought to the attention of the Maritime and Coastguard Agency. What is your company’s culture and attitude towards trade unions? We talked about procurement, and the fair work agenda is clearly important in Scotland. What is your relationship with the RMT?

I will briefly clarify that. I asked the question because we are talking about safety and the future provision of ferry services, so issues around engagement with trade unions, the workforce and the wider community are important. However, I think that Ms Inkster has given her answer.

Subordinate Legislation

Meeting date: 1 November 2022

Monica Lennon

Thank you. It would be helpful if the minister could keep us up to date about the national information campaign.

We will see you soon, then.

Good morning, minister. My question picks up on behaviour change, which you have mentioned a couple of times. We all recognise that that will be key to the success of the legislation. I want a bit more information about the national information campaign. What is the budget for that campaign and what will be its duration? You also talked about the importance of local messaging, so will there be assistance for local authorities to do the sort of hyper-local messaging that will make sure that we can get people on board as much as possible?
