Before we move to questions from Sandesh Gulhane, I have a follow-up question. One of the trickier balances that social care providers must strike is between the protection of their residents and clients from infection with Covid, and their psychological and more general wellbeing, which is helped by allowing visitors and contact with loved ones, as well as the social aspect of their work. How can we support social care providers to make those judgment calls?

I welcome the cabinet secretary, Humza Yousaf, who is joined by Caroline Lamb, director general for health and social care and chief executive of NHS Scotland; Professor Jason Leitch, national clinical director; and Donna Bell, director for mental health and social care. Looking at the topical issue of certification from a clinical point of view鈥攖he COVID-19 Recovery Committee might want to look at it from a different point of view鈥攚e are proposing to join quite a few other European nations in having vaccination certificates. From that point of view and with regard to the mitigation of the impacts of Covid, what is the rationale behind certificates? You have referred to the idea of heat versus light. There is a lot of heat around the civil liberties aspect of vaccination certificates, but there has not been enough discussion about the clinical rationale behind the Government鈥檚 decision.
