The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of 成人快手 and committees will automatically update to show only the 成人快手 and committees which were current during that session. For example, if you select Session 1 you will be show a list of 成人快手 and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of 成人快手 and committees will update to show the information that was current at that time.

We have covered a lot of ground already. The convener mentioned the figure of 拢620 million, which was obviously in the budget. Since then, there have been two announcements from Westminster of, allegedly, 拢220 million鈥攖wice鈥攖o help us. In addition, the Scottish Government has found 拢200 million for business support and self-isolation. Will you unpack how all those figures relate to one another? Is there any overlap? Are some contained in others or are they all completely separate?

I want to clarify matters, for my benefit and perhaps for that of a few others. You are saying that the 拢145 million was definitely included in the 拢620 million and in the 拢220 million. We obviously cannot use it twice, so the difference is 拢75 million. I think that I get that.

I also want to ask about the Scottish Human Rights Commission. Perhaps you or one of your colleagues can explain the figure of 拢300,000 for contingency in that respect. As I understand it, it is already getting a 4.9 per cent increase, and it is also requesting an extra 25 per cent, which would bring the increase to something like 30 per cent. That seems like quite a lot.

I take your point that there are a number of exceptional circumstances, but I feel that there are other areas of the Scottish budget, such as the national health service, which are also facing increased needs, but which cannot get a 30 per cent increase in their budget. I suspect that some of the other commissioners, such as the Children and Young People鈥檚 Commissioner Scotland, could easily spend another 30 per cent of their budget. Therefore, I am looking for an assurance that, between you, you will be strict, thorough and rigorous, and will not just hand out a 30 per cent increase.

I realise that my final point touches on a reserved matter. We had a briefing from Oxfam and Christian Aid, among others, about the vaccines getting to poorer countries around the world. One of the figures that they gave was that only 7.1 per cent of people in low-income countries have received even one dose. The gap between them and us is huge. Those organisations argue that it is not just about the existing companies producing more vaccines; developing countries should be allowed to produce them themselves through intellectual property rights being waived. Can the Scottish Government do anything to push that agenda along?

Thank you鈥攖hat is helpful. The Deputy First Minister shows exemplary behaviour in the number of tests that he does. Sadly, however, not everybody in society is taking as many tests and getting the same feedback. Nevertheless, I appreciate your answer.
More generally, is it fair to say that the bill is about saving money? Most legislation leads to money being spent. The key point is that the NHS would be severely damaged if it had to pay full compensation for people鈥檚 loss of wages and all the rest of it. The bill will ensure that 拢500 is paid only to those people who need it most.

One of our aims is to better prepare ourselves for the next pandemic. I am not suggesting that we do this immediately but, once we get through Covid, would it be worth while looking at the 2008 act to ensure that it can deal with isolated cases and future pandemics?
