Education, Children and Young People Committee [Draft]

Universities (Financial Sustainability)

Meeting date: 4 June 2025

Douglas Ross

I understand that you have done impact assessments; after all, you have to do them. What about economic assessments? Are they available?

I am sorry, but the scale of what Professor Miller is doing and the scale of what you are doing are different. I think that he is looking at 65 or 75 jobs; we do not know how many jobs you are looking at. However, you must accept that, to get to £90 million, it will be difficult—if not impossible—to rely solely on voluntary redundancies, if your first tranche has got you just 350.

I thank all of you for your time and your answers today. There are a number of points that you said that you would come back to us on. The only one whom I have not noted down is Professor Rigby, so you will be the only one with no further work to do as a result of this session. We will be keen to hear from the rest of you as quickly as possible on a number of the points that were raised.

I will continue with the committee’s own deliberations, which relate to a couple of Scottish statutory instruments, but you are all free to go. Thank you very much.

Subordinate Legislation

Meeting date: 4 June 2025

Douglas Ross

The next item on our agenda is consideration of four items of subordinate legislation, the first of which is being considered under the negative procedure. Do members have any comments to make?

Subordinate Legislation

Meeting date: 4 June 2025

Douglas Ross

We move on to the second instrument, which is being considered under the negative procedure. When it considered the instrument at its meeting yesterday, the Delegated Powers and Law Reform Committee recommended some drafting changes.

Apart from that, if members have no comments, does the committee agree that it does not wish to make any recommendations on this instrument?

Members indicated agreement.

You are explaining that issues were raised by people lower down the pecking order and that you have stepped in and done this and that. Can you not see that, as someone at the top of an organisation that is going through such massive upheaval, you should bear ultimate responsibility?

That is contrary to much of what your lecturers, the trade unions and the senate are saying.

Everyone has got a different opinion, as I just mentioned: from the lecturers who have contacted us to the unions that have contacted us and the university senate, which voted that it had no confidence in you and the University of Edinburgh’s management.

Tertiary Education and Training (Funding and Governance) (Scotland) Bill: Stage 1

Meeting date: 28 May 2025

Douglas Ross

Yes, but what I am saying is that, with regard to Dundee university, you said—ministers said—that they could not direct that money. I accept that this is slightly different, but in that case, money was going from the Government to the SFC, but you could not direct the SFC to spend it, because of ONS classification. In this case, you are putting money towards the SFC, and you are saying that you can direct it. I understand that there is a difference between the money going to universities and the money going to apprenticeships, but a theme that I have noticed is that ministers will often say, “We are not going to direct this or that body.” Should there be something in this legislation that specifically does direct the body in this respect, and should that money be ring fenced?

Tertiary Education and Training (Funding and Governance) (Scotland) Bill: Stage 1

Meeting date: 28 May 2025

Douglas Ross

Before you do so, are you against or in favour of apprenticeship funding that goes to the Funding Council being ring fenced in the new apprenticeships budget? Would you be in favour of or averse to that?
