Good morning, and a very warm welcome to the third meeting in session 6 of the Constitution, Europe, External Affairs and Culture Committee. As a result of Mr Harvie鈥檚 ministerial appointment, he has stepped down from the committee. I thank Mr Harvie for his contribution during his鈥攁lbeit brief鈥攖ime with us. His place has been taken by Mark Ruskell, whom I welcome to the committee. We look forward to working with you, Mr Ruskell. I invite you to declare any relevant interests.

Thank you very much, Mr Carson. We will shortly be moving to questions from members鈥攁nd it would be helpful if they indicated whether their questions are being directed to Mr Carson or Ms Tavaziva. First, though, I have a general question. You mentioned the launch of the new channel. Do you feel that it has met its initial objectives? I note that, in April 2018, Ofcom raised concerns about a lack of new programmes and the removal of potential opportunities for independent producers. Will you reflect on that, the channel鈥檚 other objectives and how successful you think that it has been?

Your answer was relevant, because you talked about funding that comes from the lottery.

Good morning, and a very warm welcome to the second meeting in session 6 of the Constitution, Europe, External Affairs and Culture Committee. I remind all members to switch their mobile phones off or to silent, so as not to disturb the meeting.
Our first item is to decide whether to take item 3, on consideration of our work programme, in private. Are members agreed to take the item in private?
Members indicated agreement.

Thank you. I will add a bit of context around the games industry. A lot of the skills involved in games development are similar to those in the screen industry.

It is an issue that the committee has discussed in private, because the games industry has fallen between certain areas鈥攊t is not fully tech and it is not fully culture. For your information, we have been talking about it in the context of the wellbeing society, and how people consume and spend their time. We have discussed how the big Comicon events and gaming competitions fit into the culture portfolio. That issue is not for today, but it brings me to more localised questions, not about Edinburgh but from Dr Allan.

Cabinet secretary, can you just confirm that you referred to a meeting of the British-Irish Council?
