Cabinet secretary, you said in your budget speech on 19 December—and you have reiterated—that this is a budget for growth. When it comes to growth in terms of improving skills and addressing economic activity, which your predecessor, John Swinney, said at one time was one of the biggest challenges, why have you made substantial cuts to every area of the budget that would help to improve skills and increase economic activity?

You have cut the Scottish Funding Council budget, the employability budget, the enterprise budget and the SNIB budget, and you have increased tax on those whose high-level skills we desperately need in Scotland. That led Sandy Begbie to say,

“It is likely to inhibit the ability of our sector to create jobs and retain and attract the talent that we need”,

and there have been similar comments from Tracy Black of the Confederation of British Industry, Sara Thiam from Prosper, David Ovens from Archangel Investors, Alexandra Docherty from Johnston Carmichael, and David Lonsdale. They are all saying the same thing—that the budget will not do anything to improve the situation with skills.

David Bell told us last week that the budget

“is not really a great budget as far as opportunity is concerned.”—[Official Report, Finance and Public Administration Committee, 9 January 2024; c 8.]

He is right, is he not?

Dr Sousa, you and other witnesses have mentioned the importance of the college sector. I want to ask about the cut to the Scottish Funding Council and the possible ramifications of that. The college and university sectors are critical to developing Scotland—they are critical to economic growth, apart from anything else, and to making the best use of the assets that we have. How critical do you think that funding cut is?

I will concentrate on economic inactivity which, as has rightly been said this morning, affects not only economic growth but wellbeing. I firmly believe that we have to address that situation in Scotland, so that economic activity is reduced.

What do you each feel about the comments that have been made within the business and industry sectors following the budget—that the budget has not done enough to address concerns about inactivity or to stimulate growth in the areas with the higher-paid jobs? What are your reflections on that?

That point about whether we have sufficiently accurate data on the reasons why people are inactive is a very interesting one. Do you think that there is a gap in the data? What do we have to do? If we do not have the right data, it is obviously very difficult to address the policy concerns.

The Scottish Government is cutting the budget for employability by ÂŁ30 million in cash terms. Do you think that the employability budget has to be separated into bits on awareness for employers and for employees?

In order to make Scotland a more attractive place in which to live, work and invest, on what policies in the budget area that is available to Scotland do you think the priority should be put? Professor Bell, you were very clear in your article on, I think, 20 December—immediately after the budget was published—and also this morning that you do not think that the budget has prioritised growth enough. What policies would you like to see?
