Okay. I want to ask about engagement with colleges, because that has been mentioned a few times. Forth Valley College is the local one. The question may be for you, Michelle, because you seem to know all about that. When you speak to a college such as Forth Valley College, are you talking about jobs of the future? Is future planning involved, or are you just designing courses for things that you need now? Are you looking ahead?

This has been a fascinating discussion so far. The convener has helpfully mopped up some of my questions. I will just go back to the future industry board. It is a little bit concerning, Hisashi, that there is no SME involvement on that at the moment. Has there been any dialogue at all with SMEs?

I completely agree. If we manage to produce more biofuels, that will help the freight sector and small businesses, which can run vehicles on them, for example. Everything helps.

I have been trying to get a picture, while listening to the session, of how things will look in the town of Grangemouth and in the port in five, 10 and 15 years. How will things improve? Let us look at the town of Grangemouth first. Fiona Hyslop鈥檚 question led you, I think, to mention talk of a district heating scheme in Grangemouth. I think that that idea came from the council, but it never progressed. If we were able to find the investment鈥攖he money鈥攖o roll out that sort of scheme, that would be a huge bonus for a place like Grangemouth. Have there been further discussions about that?

I am going to dot about a bit, because I am the last one up. Stuart, I know that you cannot speak for Ineos鈥攊t is a shame that we have not spoken to Ineos representatives at this session, but we may get to meet them, as Ineos is clearly a key part of this鈥攂ut you mentioned things like sustainable aviation fuel and biofuels, which are really important. If we can produce sustainable aviation fuel at Grangemouth, that could be really important to the Scottish economy.

I will follow up on that, minister. You say that you have the targets and that you are making progress, but if I have picked it up right, you also say that you do not know why or how you are making progress. Is that accurate?

We have heard evidence that the journey into employment starts when people are at school; it can start very early. Do you accept that, if we do not identify youngsters who have learning difficulties at primary school and start to help them at that point, their life chances later will be diminished? If you do accept that, are you working with your colleagues in education to improve the situation?

We can see that the figures relating to people getting to the end of their school lives and possibly thinking about moving into employment or further education are quite stark. For instance, only 10.4 per cent of school leavers with learning difficulties go into higher education, compared with 48.7 per cent of school leavers without learning difficulties.

You can see the issues. If people leave school without decent qualifications, their chances of getting a job will be diminished, so we need to start early.
