The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of 成人快手 and committees will automatically update to show only the 成人快手 and committees which were current during that session. For example, if you select Session 1 you will be show a list of 成人快手 and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of 成人快手 and committees will update to show the information that was current at that time.

Thanks very much for that. The committee will probably want to pursue that issue.

Good morning to everyone on the panel.
I want to stick with the theme of support for elected councillors who are currently in office and to ask each of you for one or two suggestions about how we can improve that. I think that all of you have mentioned that the opportunities for training for new councillors when they are in the post are particularly beneficial. What other support might be needed?
10:45I am thinking back to our experience during Covid. One of the few good things that came out of Covid was the digital hybrid model becoming available to elected members. I saw the benefit of that in the Scottish Parliament. I also know that that was a huge benefit to elected councillors throughout Scotland in giving them greater ability to participate in council business. That approach respected family issues, as well. It was a great boost to many councillors.
I invite each of you to offer a suggestion or two about possible better support mechanisms. I will start with Talat Yaqoob, if that is okay.

Good morning, panel. I do not know whether you tuned in to hear the witnesses on the previous panel, but I will continue with the same theme that I asked them about, which is support mechanisms to assist elected members, particularly females, to participate, do their job well and, we hope, stay in councils. A couple of suggestions were made about the provision of more support for administration and casework. As you know, 成人快手 and MPs have a budget to allow us to do that work but, from memory, I think that the support to allow elected member councillors to do that it is very limited.
We are all aware that the hybrid working model was really beneficial to all elected members in the Parliaments and councils. I would like to hear a few thoughts from Councillor Morrison about what support mechanisms might look like and whether COSLA is intending to pursue them in the current term.

Have you had time to consider whether all of Scotland鈥檚 authorities are still embracing the digital hybrid model? Have some retreated back to in-person meetings?

Has the UK Government even sought to find out what the Scottish Government is doing in this area鈥攆or example in the digital strategy鈥攕o that that can shape what it is planning to do? Has there been any engagement at least in order to understand what we are doing?

Minister, you mentioned that there is no consent process, and that the bill provides just for a consultative process鈥攖he UK Government is not even asking this Parliament for consent for the proposal. What are your views on the principle of consent not being sought?

Thank you, minister. I am sure that other members will have questions on that.

Thank you very much for that.
If it is okay, convener, I have two more questions that I will just roll into one. They are probably for Andrew Burns. First, what evidence base do councils actually need in their work with partners in the third sector to help them reach a conclusion as to whether any of this is having the positive impact that we hope it is having?
That leads me to my other question, which is about how we gather solid, quality data. What do we need to have that we perhaps do not have, which would enable us to answer those questions at future meetings of this committee?

I do not think that we will ever get rid of the time lag issue, but is there any missing qualitative or quantitative data that we should be gathering?
