The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of 成人快手 and committees will automatically update to show only the 成人快手 and committees which were current during that session. For example, if you select Session 1 you will be show a list of 成人快手 and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of 成人快手 and committees will update to show the information that was current at that time.

I welcome Professor Patricia Findlay, who is co-chair of the Fair Work Convention, and Helen Martin, who is head of the convention鈥檚 secretariat. Thank you for joining us.
Last year, the convention published a benchmarking report that compares the work in Scotland with that in comparable countries. Will you summarise the report鈥檚 key findings and reflect on the progress that has been made in Scotland? Other questions will provide opportunities to discuss the report in more depth, but will you summarise the report鈥檚 headlines and what it has told us about progress in Scotland?

Brian Whittle has a supplementary question, and then I will bring in Michelle Thomson.

Thank you. I understand that there is a new memorandum of understanding between the convention and the Scottish Government. Do you want to say a bit about the purpose of that and what you hope that will achieve?

Good morning, and welcome to the 25th meeting in 2024 of the Economy and Fair Work Committee. Our first item of business is a decision on whether to take item 3 in private. Do members agree to take item 3 in private?
Members indicated agreement.

Committee members will pick up on particular areas. You have given a really helpful overview of some of the key indicators.
Do you want to say a bit more about the disability employment gap? The committee has undertaken an inquiry into that, and we are near to publishing our report, so we are interested in that area. As you pointed out, Scotland was sixth out of eight on that indicator.
You said that Scotland had made good progress on payment of the living wage and that part of that was down to the Government鈥檚 focus on that issue, with targeted improvements. Have the countries that are doing better in relation to the disability employment gap achieved progress because of Government direction? Do we need to see more activity from the Scottish Government? I know that we are making some progress, but there are concerns that there is still quite a lot to do to close the gap. Do you have a view on what the Government needs to do and on why we are sitting at sixth out of eight?

I am sorry to interrupt, but we are a bit pressed for time. Before I move on to Scottish Enterprise, looking a bit further forward, you will know that the ScotWind revenue of 拢450 million may be used to support resource spending in the coming year. As a body, you have previously commented on the importance of ScotWind and the opportunities that it presents for renewables investment. Do you have any comment on the Government鈥檚 announcement of the use of the remaining 拢450 million that came from ScotWind?

I have two similar questions for Scottish Enterprise. There is a challenging budget settlement this year and looking to next year, so what are the risks to delivery? What is the impact of the announcement that the ScotWind revenue is likely to be used for resource funding rather than investment?

Our next item is an evidence session with the Scottish National Investment Bank and Scottish Enterprise. The main purpose of the session is to inform the committee鈥檚 pre-budget consideration. I welcome Al Denholm, chief executive officer, and Michael Robertson, chief financial officer, from the Scottish National Investment Bank; and Adrian Gillespie, chief executive, and Douglas Colquhoun, chief financial officer, from Scottish Enterprise.
It would be helpful if members and witnesses could keep their questions and answers as precise and concise as possible.
I come to my opening question. We are looking at the budget for the upcoming year. We have also had in-budget adjustments made this year, so we are facing a difficult financial situation. I ask the witnesses to briefly say what the priorities are, but to focus more on the challenges and the risks to the delivery of those priorities, given the financial situation that we face. I ask the Scottish National Investment Bank to go first.

At the start of the meeting, you said that you have committed 拢650 million of the 拢2 billion capitalisation. The capitalisation of 拢2 billion was announced in 2020. Given our financial situation, are you still confident that the whole 拢2 billion investment will be delivered during the timescale that was set?
