The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of 成人快手 and committees will automatically update to show only the 成人快手 and committees which were current during that session. For example, if you select Session 1 you will be show a list of 成人快手 and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of 成人快手 and committees will update to show the information that was current at that time.

That leads me on to my next questions. Thank you for the information that you have given.
I will now go back to Gordon MacRae, if I may. First, I just wanted to note what it says in the Scottish Housing Regulator鈥檚 鈥淣ational Report on the Scottish Social Housing Charter 2022-23鈥濃攖hat is a fun thing to say. It has highlighted the tough financial decisions that social landlords need to make arising from the settling, or setting, of below-inflation rent rises, along with increased costs of maintenance鈥擨 am sorry, but you will need to bear with me; I have a bit of a cold and my brain is a bit fuzzy鈥攁nd improving the energy efficiency of existing stock.
As a result, registered social landlords are reducing and delaying their plans to build new homes. I have had representations from social landlords that the rent freeze legislation has directly reduced, delayed and, in some cases, completely halted their plans for new social accommodation. Given the challenges that social landlords face, how much difference would an increased capital budget for new homes make? Could the Scottish Government take any other action to improve the supply of new social homes?
I put those questions to Gordon MacRae in the first instance. I know that Graham O鈥橬eill wants to come in, too, but I want to hear what Gordon has to say.

You have kind of answered my question already; it was for Gordon MacRae, but he has given his information, and I think that Graham O鈥橬eill has already answered it, too. My question was: why should affordable housing supply be the Scottish Government鈥檚 number 1 priority for capital spend in the budget? As I have said, you have pretty much answered it already, but it would be helpful if you could add a bit more. I suppose that I am asking whether there is an adequate focus on homelessness in the Parliament鈥攐r even in this committee, given the links to child poverty and, as Graham O鈥橬eill eloquently put it, the refugee issue.

I am going to go right back to the beginning, cabinet secretary. You alluded to trying to make the process as easy as possible, especially for young carers. How can we ensure that the process is available and clear to all carers and that carers have accessible information to help them to apply for the carer support payment, especially if English is not their first language? How can we ensure that the process is as smooth and simple as possible, to reduce the stress on carers when they are going through it? I am intrigued to know what your comments on that are.

I have loads of notes and you have given us a lot of information. Thank you very much indeed. You have said so much about the need for consistent funding and performance outcomes, but I would like to focus on transparency and participation.
The evidence that the committee has received has highlighted on-going concerns about the transparency of budgets. Have there been any improvements in the transparency of the budget? Based on what you have said, I am not 100 per cent sure that that is the case, but I would be intrigued to find out about that. What needs to be improved? I will start there, although I might have a few more questions that spring off that.
Let us begin with Paul Bradley. If you could keep your answer short, that would be good, as I would like to hear what both of you have to say.

Should the Scottish Government involve the public in setting the overall priorities for spending, and what is a realistic scope for meaningful public participation in more detailed consideration of budget decisions?
