Provisions in the bill will ensure that no child under the age of 18 can be held in a young offenders institution or prison either on remand while awaiting sentence or having been sentenced, including for very serious crimes. Can the minister expand on the rationale for including all crimes in the policy for the detention of young people? Have victims organisations or others raised any concerns about the policy, particularly in regard to serious offending? What are those concerns and how might they be allayed? Again, there is a lot in there.
