So, the key message is that action can happen now.

I have another question, which is for Dave Moxham. I am interested in the minister鈥檚 observation that only 19 per cent of the workforce is unionised. Is there anything that might help to increase union membership in the sector, which we know is dominated by female workers? We want to make the maximum improvement to terms and conditions, because we know that that would change social care for the good in the longer term.

It is. To come back on that a little, I note that sometimes鈥攑articularly with big spends鈥攊t can be hard to see where money has been moved about. Could we record anything differently, or better, to enable scrutiny and ensure transparency on where money actually goes once it is in the system?

Lovely鈥攖hat was very helpful. You mentioned engaging the trade unions. I am assuming that you will assure us that you will continue to work with the trade unions as we go through the National Care Service (Scotland) Bill.

My last question is, to what extent and in what ways do you expect the new accord with COSLA on shared legal accountability to address the concerns of trade unions about the bill? How will that agreement work as we move towards the national care service?

Given the financial pressures of the post-pandemic backlog, do you think that the potential transformation into a national care service can realistically be done with a single-year settlement, or do we need a multiyear settlement? Are there other things that we need to do to achieve that?
