National Care Service (Scotland) Bill: Stage 2

Meeting date: 24 September 2024

Carol Mochan

I just want to pick up the point about the social care workforce being seen as very professional, which is something that I think that we can all agree on. There are two questions to ask in that respect. There is a sense that we are very slow in getting justice for that workforce. Particularly with regard to sectoral and collective bargaining, should we be looking at whether we need to do things now, as well as trying to make robust advances with regard to what would be in the bill? Can we do things now on fair work and bargaining?

With regard to our being able to robustly monitor and put forward improvements that would work for people and staff members, you are saying that we would need to make sure that more funding was available鈥攖hat even if what we had to do was clear in writing, it would not be doable if we do not have the resources to implement it.

Gender Identity Services for Children and Young People (Independent Review)

Meeting date: 17 September 2024

Carol Mochan

A quick question comes to mind. Will NHS Scotland be taking part in the review of adult gender services, as recommended by the Cass review across NHS England? Will there be some connection between NHS England and NHS Scotland on that?

With regard to hormone treatments, in the example of a female who is placed on testosterone, how do we ensure that people understand the potential risks of, for example, osteoporosis? Obviously, you will have much better in-depth clinical knowledge of such things, but the issue has been raised with me. Can people access bone density scans and so on, as they go through their life journey?

Social Care (Self-directed Support) (Scotland) Act 2013 (Post-legislative Scrutiny)

Meeting date: 25 June 2024

Carol Mochan

On statutory responsibility, including that of social workers鈥攚ho are, I am sure you would accept, under enormous pressure鈥攈ow do we support the statutory services, and particularly social workers, to get that information out as people start their journey in social care?

I am interested to know a little bit about funding for independent advocacy services. Do we have secure funding for those after 2027?

Social Care (Self-directed Support) (Scotland) Act 2013 (Post-legislative Scrutiny)

Meeting date: 25 June 2024

Carol Mochan

Good morning. Thank you for the introduction, which set out some of the things that we have heard in evidence on the approach and the differences in options that people have access to. My particular question is around the start of the journey, when people are provided with information and advice on self-directed support. I am interested in what we can do nationally to try to get consistency in that regard. Do you have anything in place at the moment? You talked about the new national care service. What could the Government do at the moment to try to help with that initial stage of information and choice around SDS?

Social Care (Self-directed Support) (Scotland) Act 2013 (Post-legislative Scrutiny)

Meeting date: 18 June 2024

Carol Mochan

The legislation has been acknowledged as being very good, but does anything else need to be in it to help us take things forward? Does anyone have a view on that?
