I want to dig a bit deeper on the preventative approach that we have spoken about. I keep banging the drum, but I always feel that the best early intervention and prevention is done at the local government level. I get what the convener said. It is often difficult to move budgets, but health spend does not always have to be spent on the NHS鈥攎oney for a health outcome could be spent in local government, for example. The same applies to justice spending. How does local government make the case for that? Could more data be provided that shows the outcomes to demonstrate to the Government that money should be spent in a certain area to save money on health and justice later?

Do you think that COSLA could push ahead with that? The convener is right鈥攅veryone who comes before the committee says that they want more money. It would be great if the Government could give everyone more money, but there is a finite pot. It is important to demonstrate that investing in local government will produce a return later on.

I just want to dig a bit deeper into the 拢7,400 teaching grant that you mentioned. I guess that the Scottish Government would pay that for all Scottish students and would have been paying it for all EU students in the past. That latter cost will reduce over time. Is the EU contribution part of it a significant chunk of the overall teaching grant that comes in?

A lot of local authorities will have people queueing up at their doors expecting them to be able to do something about rates relief. We see the same thing in relation to the local rates relief schemes that they have the power to introduce but not the money to do so. We heard earlier about the squeeze on local government resources. I am concerned that your members will queue at the doors of local authorities that have no money to offer any schemes.

I guess that the key point is that, if we really want city centre regeneration, we need to have proper schemes in place at a national level because local government cannot afford to provide them.

I absolutely agree. While we still have a demand for oil and gas in this country, it is best that we produce it ourselves, particularly in the light of what we see happening in Ukraine and what that might mean in terms of energy security.

I have one last question. What more can the UK Government do so that local government does not feel disenfranchised by the Scottish Government?

As was mentioned earlier, there is always a conflict, in that local authorities have their own priorities, which are set out in their local outcome improvement plans, and the Scottish Government has its own priorities, which are set out in the national performance framework. What you are saying is that it is always the local outcome improvement plan that will determine whether a bid is successful, not the devolved Government鈥檚 national performance framework. Is that correct?

I really look forward to seeing that project coming to life. I think that it will completely change the city centre of Aberdeen.

One of the other groups that we have in Aberdeen and the north-east is the regional economic partnership between the city council, the shire council and Opportunity North East, and I guess that there is scope for ONE to be involved in bids for money from the levelling up fund, too. It tries to get private money to match the public money that we have, so it could be involved when we are putting together new bids for funding.
