With the greatest respect, I think that I did identify the underspend.
You referred to some of our evidence sessions. In evidence to us on 9 May, a headteacher in Inverclyde said that teachers are 鈥渞aging鈥 and that the single best thing that could be done to improve the system would be to reverse the biggest cut that you are making.
Andrea Bradley, from the Educational Institute of Scotland, said that she is
鈥渁bsolutely appalled at the levels of funding cuts to ... the ... challenge authorities. It beggars belief. We do not understand why those cuts would be made at a time when we know that poverty levels are rising, when the pandemic has absolutely bludgeoned some communities and we know that individual families and the young people within those families are struggling as a result of Covid.鈥濃擺Official Report, Education, Children and Young People Committee, 20 April 2022; c 31.]

Will you speak directly to those communities? Are you prepared to apologise for the impact of your decisions? If you are saying that you will not put the money back, will you apologise?

Those are really useful examples. We have heard evidence from Dundee City Council that it does not know how it will cope with the cuts and that that will be extremely challenging.
This will be my last attempt in this area, convener. If Education Scotland did not raise concerns, were concerns raised by anybody else in the discussions that you mentioned?

That analysis covered one specific area of the curriculum, which is a core area for assessment. Could that be a robust measurement that could be translated across the whole of Scotland?
It sounds to me as though there are individual pieces of work to assess, many of which were done during the pandemic. However, I am interested in whether what we are doing, what is proposed and what we are evaluating will meet the scale of the challenge. I would like to see Education Scotland produce that information for us if you think that doing so is within your remit.

The funding has not increased on an annual basis; the increase is just because we have more years of the same money. Actually, the amount of money per year has decreased this year from last year. Even when we take into account the 15 per cent uplift, there is a decrease. It is a small cut, but it is a consistent piece.
My question related to the attainment challenge authorities. Dundee is facing a 79 per cent cut鈥攖hat is a cut. A hundred posts are at threat. In North Ayrshire, 60 posts are at threat; a colleague raised that, as well. Did you not raise concerns about the impact in those authorities?

To be fair, what is really concerning to me, as a Dundonian鈥攁lthough what has happened has affected many authorities on a national level, as well鈥攊s that there has been a 79 per cent cut in the money. That will cut 100 posts of people who work with the neediest kids in my community. That is what I am concerned about. Did you not raise concerns about that?
I understand the rationale in relation to hidden poverty, and I think that we all accept that something had to be done. However, there is an extraordinary challenge for the local authorities that will lose funding, and other evidence shows that. Were no concerns at all raised by Education Scotland about the impact on those local authorities and the children who live in those areas?

On Monday night, a headteacher told us that she was 鈥渞aging鈥, and trade union representatives have said that what has happened is immoral and that they have no idea how those local authorities will cope.
