Health, Social Care and Sport Committee [Draft]

Right to Addiction Recovery (Scotland) Bill: Stage 1

Meeting date: 20 May 2025

Gillian Mackay

On the point about meeting people where they are, the bill would require diagnoses and treatment plans to be made in person with a clinician. Given the work that the committee has done on remote and rural healthcare, is the cabinet secretary concerned about people having to travel for those in-person appointments rather than accessing services in the way that they are currently delivered?

Right to Addiction Recovery (Scotland) Bill: Stage 1

Meeting date: 20 May 2025

Gillian Mackay

The bill would place significant decision-making responsibility on a single health professional, but current practice emphasises that a multidisciplinary approach, involving social work, care staff, ADPs and a load of other professionals, should be taken. Given the importance of multi-agency and multidisciplinary input in recovery care, how does the Scottish Government assess the risk that the bill鈥檚 current framing could undermine existing collaborative practice and care planning?

Employment Rights Bill (UK Parliament Legislation)

Meeting date: 20 May 2025

Gillian Mackay

Good morning, panel. I will try to stick some of my questions together, given that we are running short of time.

Should any national negotiating body include staff who work in children鈥檚 social care services? Also, given the number of professionals in that area, how easy is it to define and understand that workforce? If you feel that they should be involved in that body, how do we approach their potential inclusion to ensure that they have a meaningful voice?

Right to Addiction Recovery (Scotland) Bill: Stage 1

Meeting date: 13 May 2025

Gillian Mackay

Sorry, convener鈥擨 was waiting for my microphone to come on.

Good morning. I want to follow up, in particular, on what Graeme Callander, who is in the room, just said about the potentially limited flexibility in treatment options. We heard from a few stakeholders that, while there is a person-centred approach in the bill, it may inadvertently create standardised or overly medicalised treatment pathways. In your opinion, how could the bill be amended to ensure that treatment remains genuinely personalised, especially for people who may need a longer-term psychosocial approach or who may require support before they are available or able to take up some of those clinical interventions?

Meeting date: 13 May 2025

Several organisations have warned that the bill鈥檚 requirement for in-person appointments could exclude some vulnerable individuals or those who have barriers to being able to attend appointments for whatever reason, including those with mental health issues, who may find attending appointments difficult. Would the panel support changes to the bill, to allow for greater flexibility and greater use of telehealth and outreach models, for example, to reduce those barriers and make recovery within the bill more accessible and inclusive?

Good morning to the witnesses. Does the bill adequately promote collaborative working among health, addiction and broader support services to ensure the holistic approach that it seeks to achieve?

Notwithstanding what the witnesses have already said about what the bill does and does not do, is there a way to amend it in order to reflect some of what has just been said? Could the bill enhance some of the services that we already have, or do we need to put more effort into enhancing and promoting them?
